DISCUSSION
A. Background
to retain the services of
prepare a Traffic Speed Study
Section 40802 of the Caifornia Vehicle Code requires,
as a prerequisite to the enforcement of any speed law
with radar, the preparatic.i (dithin the past five years)
of a traffic speed survey I1 1985 the City caused such
a Speed Study to be prei�arEd. That report, and any
supplements thereto, ha Enah -ed the City to use
electronic radar devices in -he enforcement of speed
laws. Five years has p st and the validity of that
report is about. to exp_ -r-D t necessary, therefore,
to cause another Traff c• Study to be prepared.
B. Proposal
In response to a request � ro n the City, Charles Abbott
Associates has prepared a Proposal for the traffic
engineering services nece:sary t,, prepare a new traffic
Speed Survey. The Pror7s<_ (,attached) outlines the
tasks necessary to prepare z report.

C. Standards
The proposal stipulates :hat the Speed Study will be
performed in accordant,:: with the standards and
requirements of the California Vehicle Code and the
California Department of ransportation Traffic Manual.
D. Qualifications
Kevin Smith, of Charles rtbbott Associates, will be the
Project Manager for the project. The proposal
stipulates that Mr. Smith has a great deal of experience
in performing traffic speed surveys and preparing Speed
Studies in a manner consi: -;tent with the requirements of
the above standards.
E. Fee
The fee amount quoted for these professional services is
$7490. The proposal also includes unit costs for
certain additional servic::es to allow for a certain
degree of flexibility in ontract administration.
RECOMMENDED ACTION
Approve the selection of 'harles Abbott Associates to
prepare a Traffic Speed Si.udy and authorize the City
Manager to prepare and exec.ite necess y and appropriate

Kevin Smith, RE will be i i charge of this project and
oversee each step in its progress.. Prior to joining our company,
Kevin worked for the Californiai Department of Transportation. In
his capacity with us and the state, he has prepared or reviewed
numerous Traffic Engineering speed studies. These studies have
always been found to satisfy tie requ trement of section 40802 of
the California Vehicle Code.
In section 40802 of the Cilifornla Vehicle Code, provisions
are made which require traffic speed studies in areas where law
enforcement agents are using radar or similar electronic devices
for speed enforcement. The primary purpose of this section is to
prevent local agencies from es- :ab:_ishing artificially low speed
limits, thus creating speed tr,ps
CAA will secure accident istor� in the form of SWITRS
reports from the city or its agents, )rder vehicle counts for
each of the designated segment, and field review each site to
determine geometries and physi a] con.lition of the roadway.
This information will the, bE� reviewed to determine which
segments actually require traffic speed studies. Those not re-
quiring survey [under CVC 4080' (b) 1 , 2), 3)] will be issued
exemptions. For those requiriig survey, field crews will then
collect existing speed data us ng a radar unit. This information
will then be analyzed and summarized )n a "Traffic and Engineer-
ing Survey Sheet" (see attach& samplo) which will be included
with the final report and used Dy 1. rk enforcement and the courts
for radar speed enforcement

After reviewing your RFP t appears that 26 segment studies

4) Once the information from numbers 2 and 3 above are
available. Each segment will. be reviewed to determine
if they are exempt under section 40802 b) of the
California Vehicle C_,de. Any segments which qualify
for exemptions will )e listed along with the reason for

limit. The City wil then need to notify CAA if they

5) CAA staff will then survey each remaining segment with

The City of Moorpark is requesting proposals for professional
traffic engineering services to perform necessary review and
analysis, and to prepare a 'ity -wide Traffic Speed Study.
A Scope of Work and a pre,.im.-.Lnarr list of streets to be
surveyed is attached.

REQUEST FOR PROPOSALS
A. Background Information
1. Provide a statement of the purpose and intent of the
Speed Study to be performed, with particular emphasis
on relevant provision.3 of the California Vehicle Code.
2. Provide a statement cf the methods and procedures to
be utilized in the pi eparation of said study.
3. Provide a statement of the background and
qualifications of your f:_rm is they apply to the work
being requested.
B. Scope of Work
1. Obtain all available relevant traffic volume count
data, traffic accident data and road geometric design
information.
2. Analyze relevant characteristics of traffic history
and road design factors for all study road segments.
3. Perform field surveys and investigation as required.
4. Perform additional tr<Affic counts as required.
(Note: the number of traffic count locations is
subject to the review and approval of the City) .
5. Perform and obtain radar speed measurements for
certain designated street segments.
(Note: the numner of radar speed measurement
locations is sut'rec- tc, the review and approval
of the City).
6. Develop survey statis,�ics reflecting observed and /or
calculated vehicular speeds, including eighty -fifth
percentile data.
7. Perform an analysis of the design and /or traffic
accident history characteristics of each roadway

8. Develop a list of recc mmended posted speed limits for
each roadway segment, based lipon the above findings.
