SUBJ: Landscaping Maintenance Contract
(Parks, Parkways & Medians)
OVERVIEW
This requests approval of a two year extension of an
existing contract to provide landscape maintenance services
to all City Parks, parkways and medians.
DISCUSSION
A. Background
In spring of 1988 the City entered into a contract with
TURF -PRO LANDSCAPE MAINTENANCE, INC. for the maintenance
of designated landscaped areas throughout the City.
About this time last year, the City negotiated a one-
year extension to this contract.
B. Request
The City is in receipt of a proposal from the Contractor
(Exhibit "A") for...
a one year extension of the existing contract at no
increase in the contract amount for the present scope
of work; plus,
an extension for a second year (FY 1991/92) for a
four per cent (4%) increase in the amount of the
contract.

C. Specification
The current Specification and other Contract Documents
would apply to an extended contract. It is the opinion
of staff that the language contain in these documents is
adequate to insure quality service delivery. This
language includes provisions for the cancellation of the
contract, with or without cause, at any time.
D. Increased Scope of Work
If extended, the existing contract should be modified to
include provisions for the addition of certain
landscaped areas upon completion of construction and
acceptance by the City.
The attached chart (Exhibit "B") shows the monthly
Contract Cost for the areas which are now a part of the
contract. The chart also lists the monthly maintenance
cost for certain identified areas which are to be added
in the future. The cost shown for each of these
additional areas is the result of discussions and
negotiations between staff and our present Landscape
Maintenance Contractor (Turf -Pro). It is the view of
staff that these negotiated prices are competitive and
reflect a fair amount for the scope of work required.
E. Performance
During the past two years staff has continually
evaluated the quality of the services rendered by the
contractor. Staff has found these service to be
consistent with the terms and requirements of the
contract. Further, staff has found the contractor to be
very cooperative and responsive to the City requests,
needs and requirements.

F. Options
The options available to the City Council at this time
are as follows...
1. approve a contract extension for one year;
2. approve a contract extension for two years, with a
contract cost increase for the second year of 4%;
3. direct staff to advertise for receipt of bids for the
subject services.
RECOMMENDED ACTION
Staff recommends that the City Council take the following
actions:
1. Approve an extension of the existing contract for
Landscape Maintenance Services, at the presently
existing Contract Price, for a period of two years
ending June 30, 1992.
2. Approve an increase in the Contract Price of four
per cent (4%) to become effective on July 1, 1991.
3. Approve the increases in the Scope of Work set forth
in Exhibit "B", to become effective upon acceptance
of each of the subject areas by the City.
4. Authorize the City Manager to prepare and execute any
contract documents necessary to effectuate these
actions.

Dear Mr. Newhouse,
Our firm wiuld like to submit the following proposal. We would
like to be retained for the 1990-1991 contract year at no increase
in our monthly rate for existing work within the scope of our
contract. Furthermore, we would like to propose an increase of
4% for the 1991-1992 contract period. We feel that we have estab-
lished an excellent relationship with the City and are very familiar
with the requirements of the various parks.
