HARE City Treasurer March 30, 1990 (City Council Meeting 4 -4 -90) Consider Modification to Condition No. 25 of PD 1049 (CEDC) Concerning Park Improvements Condition No. 25 of PD 1049 states, "That prior to the issuance of the last occupancy permit, all park facilities shall be installed and approved by the City of Moorpark." As the Council is aware, Staff has been trying to finalize the design and location of a pedestrian bridge over the Arroyo Simi in the vicinity of Liberty Bell Road. In a recent meeting, Staff determined that the bridge facility will be located directly south of the terminus of Liberty Bell Road. The planned parking lot can be contained on that portion of Parcel A, adjacent to lot 62 of Tract 4147 (PD 1049) . The City Engineer's office is working out a proposed parking lot layout. This allows the balance of Parcel A to be planned for park improvements as required of PD 1049. Attached "Exhibit 1" shows the subject site. The park improvement planning has been on hold pending the City's determination of the bridge and parking lot siting. This has resulted in concern by the Farmers Home Loan Administration due to the restrictions of Condition No. 25. Farmers Home has requested written assurance that the last occupancy will not be held up in event the park facilities are not completed. Even though the recent determination by Staff on the bridge and parking lot siting allows the park design to proceed, the park improvements may not be completed before the last house is ready for occupancy. The last occupancy is projected for February, 1991.
