HARE City Treasurer SUBJECT: Final Appropriations of the 1990/91 Community Development Block Grant, (CDBG), Estimated to Be $171,090 Background Pursuant to Council direction at the March 21, 1990 meeting, staff has met with the Budget and Finance Committee, (Committee), and is returning to the April 4, 1990. council meeting in order to recommend final appropriations. On January 3, 1990 staff reported that past CDBG appropriations focussed on public improvements and affordable housing projects. The specific details of past appropriations are listed in Attachment A. In the March 21, 1990 report, staff reviewed the specific details of the City's affordable housing and public improvement projects. The public improvements have been approved for Virginia Colony and parts of Charles Street. Staff recommended a reconsideration of the affordable housing appropriations, based on recent developments relative to HUD regulations. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 CDBG Appropriations March 29, 1990 The affordable housing projects can be summarized as follows: Program 1987/88 1988 89 1989/90 Totals Cabrillo Economic Development Corp. $75,000 $ 75,000 Networking $ 5,000 $ 5,000 Hsg. Rehabilitation $75,000 $25,000 $100,000 Equity Share $62,750 $ 62,750 Land Acguis. $29,250 $ 29,250 Totals $80,000 $75,000 $117,00 $292,000 Staff specifically recommended that the equity share funds be reappropriated to other affordable housing programs under CDBG, and that this program be developed with local funding sources instead. If approved, this would free $62,750 for other uses, (such as land acquisition). At the March 21 public hearing, testimony was received by the following agencies: Networking for Housing in Ventura County, Cabrillo Economic Development Corporation (CEDC), Clinicas Del Camino Real, Long Term Care Services of Ventura County, Ventura County Youth Connection, Area Housing Authority, County of Ventura Public Social Services Agency, (adult and senior services), Reading Program for Adults, and Channel Counties Legal Services. Although all of these agencies provide a public service, some proposals are eligible to receive funds as public improvements because the request for funds is related to permanent facility improvements. Out of twelve proposals, $50,000 would be eligible under public improvements for the benefit of low and moderate income persons, and $54,200 would qualify as public services for low and moderate income persons, (and be subject to the 15% cap, not to exceed $25,600). Discussion Since the March 21, 1990, public hearing, staff has met with the Committee, addressed the eligibility concern relative to the equity share appropriations, and finalized this year's recommendation to the Council for the 1990/91 CDBG program. The Committee is recommending that the equity share program be developed with a separate funding source, thereby making $62,750 available for other affordable housing projects. This is due to HUD requirements which prohibited this activity in other jurisdictions. CDBG Appropriations March 29, 1990 Furthermore, it is recommended that the rehabilitation program be initiated as soon as possible with the previous appropriation of $100,000. Considerations for land acquisition included combining the 1987/88 CEDC appropriation with the 1989/90 funds thus setting aside $167,000 from past appropriations for this purpose, ($75,000 + $62,750 + $29,250 = $167,000). This amount could be increased by funds from the 1990/91 program. Recommendation for 1990/91 CDBG Appropriations: Administration- It is recommended that program administration be funded as it has in the past two years, ($19,010). Public Services- In consideration of six service requests totalling $54,200, the Committee is recommending that three programs be funded under this eligibility criteria and be disbursed as follows: Moorpark Literacy program, ($8,000); Senior Nutrition, ($10,000) and; the Homeless Ombudsman Program, ($500). The total service appropriation would be $18,500. This leaves a balance of $133,580 to be split between affordable housing and public improvements, (both for service agencies and the City projects). Public Improvements- Staff is recommending that the Youth Connection (Casa Pacifica Project) and Area Housing Authority proposal for improvements at their new site be awarded the full request of $25,000, and that the Food Share request of $10,000 for the acquisition of a new warehouse be funded at 50% or $5,000. The Committee is recommending that the balance of $103,580 be split between improvements to Charles Street ($51,790) and land acquisition for affordable housing ($51,790). The funds set aside for land acquisition, if staff's recommendation is approved for 1990/91, would now total $218,790. Whether or not CDBG will be able to fund acquisition for an entire affordable housing project is doubtful, and eventually, the City may have to consider a combination of resources in reaching this objective. Based on staff's recommendations for 1990/91, a comprehensive perspective of the CDBG program has been illustrated in Attachment B. Summary• As the City's CDBG program grows, the City Council is able to appropriate funds to help more people in need of assistance. It is impossible to meet all the agency and staff requests. This year, the volume of applications required a lengthy review and careful CDBG Appropriations March 29, 1990 consideration of each proposal in order to assure that as many needs were addressed as possible. Staff feels that the above mentioned recommendations are the result of these efforts, and would like to encourage all that did not receive funding this year, to please return and apply again next year. Staff would like to thank all who applied, and congratulate them on their hard work to better serve the people of Moorpark and Ventura County.
