SUBJECT: SCOPE OF WORK - SPHERE OF INFLUENCE STUDY
Background
The City council at their March 7, 1990 meeting directed staff to
study an expanded sphere of influence that would roughly match the
boundaries of Waterworks District No. 1 plus those areas easily
identifiable by staff adjacent to existing dwellings in the south
and west portions of the City. Council was interested in having
the results of the study presented to them no later than 90 days
from March 7, 1990 (June 5, 1990).
Discussion
Pursuant to Council's direction staff has begun the work necessary
to accomplish a sphere of influence study. Staff is intending to
use contract planning services for this task. In order that the
request for proposal include all of the Council's intentions; staff
has created a draft scope of work for review.
The draft scope of work is in two(2) parts. First, is the creation
of the "Plan for Services" and overall findings to support a future
request to amend the sphere of influence boundary. Second, is the
work involved in providing an application to LAFCO and
accomplishing it's related efforts.
Attached is the scope of work only. The Request for Proposals will
need to be finalized prior to sending it out.

Staff Recommendation
That the City Council approve the draft scope of work and direct
staff to send the Request for Proposal out for consultant review.

Scope of Work - Sphere of Influence ACTION:
SCOPE OF WORK
SPHERE OF INFLUENCE STUDY
PURPOSE
To review the feasibility of having the City of Moorpark
expand it's existing Sphere of Influence boundary so as to be
generally coterminous with Waterworks District No. 1
boundaries.
To consider an urban density of no greater than one (1)
dwelling unit per acre within an expanded Sphere of Influence
boundary.
- To consider an expanded Sphere of Influence boundary which is
sensitive to constraints of topography and delivery of public
services.
The Consultant's Scope of Work relative to the proposal is outlined
in two parts as follows:
PART I
1. A "Plan for Services" shall be completed. This plan shall
include the following:
A. A master plan for the provision of public and private
districts or agencies services including:
- Description of site study areas.
- Description of the services to be provided.
- Level and range of services.
- When services will be available.
- Location of present services.
- Present population and projected population for the
study area.
- General plan designations for the area (City and
County).
- Identify constraints to urban type development, such
as topography, sewer flow, etc. that may preclude
an area from meeting typical urban standards, but
the area may process certain qualities which lends
itself a reasonable relationship to be considered
for inclusion within a Moorpark Sphere of Influence
boundary.
- Major roadway connections.

B. A map, or maps, showing the area to be included within
the sphere which clearly show(s) the following:
- Topography.
- Urban areas.
- Open space and agricultural areas including zoning
and related uses.
- Industrial uses (including but not limited to oil
and mineral extraction.
- Major highways and freeways.
- Existing Boundaries of the involved city or
district.
- Boundaries of contiguous cities and all districts.
- Public ownership and easements.
2. Provide clear and concise findings/conclusions/recommendations
of a Sphere of Influence for the City. Creation shall include
a time frame for possible annexation(s) plus a proposed
capital improvement program needed for the area to provide
urban type services.
3. The consultant shall coordinate all efforts and proposals
regarding this Sphere Study adjustment with the City's current
update to it's General Plan Land Use and Circulation elements.
4. The consultant shall consider this Sphere study request in
conjunction with the Countywide Planning Program and the
Ventura County Guidelines for Orderly Development.
5. This sphere amendment request is to consider roughly the area
between the current sphere line and the boundaries of Water
Works District #1 plus those areas identified by City staff
adjacent to existing dwellings in the South and West portions
of the City.
PART II
1. Complete and submit an application to the Ventura Local Agency
Formation Commission to amend the Sphere of Influence. The
application shall include and is not limited to the following:
- Description of the site.
- Relationship to Existing plans.
- Environmental Assessment that meets CEQA Guidelines.
- Justification or reason for the sphere adjustment
request.
2. Complete all aspects of Environmental evaluation for the
sphere adjustment request including but not limited to the
following:
- Preparation of the Initial Study.

Make recommendation to Director of Community.
Development regarding environmental impacts as they
relate to Negative Declaration or EIR CEQA criteria.
Prepare all CEQA documents related to a Negative
Declaration if such is the determination of the City
or prepare an Environmental Impact Report if such
is the determination of the City. If an EIR is
required it shall meet all requirements of CEQA and
be certifiable as determined by the City.
Consultant to prepare the Notice of Determination.
If it is the determination of the consultant that
a categorical exemption is appropriate, provide
detailed supporting statements and documents in
accordance with CEQA.
Respond to all written public review comments.
3. File all necessary documents with LAFCO on behalf of the City
and appear and present City's request before LAFCO on all
meetings related to the City's sphere amendment request.
4. Provide LAFCO with all modified or amended documents or
reports as requested by LAFCO.
REQUEST FOR PROPOSAL INGREDIENTS
1. Consultant to provide as separate Exhibit the following:
A. Task Outline
B. Budget
C. Schedule
2. All written text provided to the City shall be transmitted
with a 3 inch disk version in Word Perfect 5.0 version.
3. All written text material shall be adequately illustrated to
achieve maximum graphic communication. All originals shall
be reduced to 8-1/2 x 11 or 11 x 17 size reproducible on a
standard office copier.
4. All data, information materials, and work provided, including
final camera - ready text, graphics and maps, shall become the
sole property of the City.
5. Consultant shall provide monthly written reports to the City
regarding status of progress and billing to date with
specifics.

6. Consultant shall separate Labor costs from direct costs and
total contract shall reflect total costs not to exceed a
specific amount.
7. All subcontractors and any replacements of such shall be
approved by the City in writing.
