At the time of approval, developments on Tech Circle were conditioned to post
traffic - signing restricting northbound right turn movements from Tech Circle onto
Poindexter Avenue. The Council has requested that this matter be brought back
for further consideration.
Adopted by the County on March 16, 1982, PM -3215 (Caruso) Development Condition
No. 19 requires the following:
That right turn movements from '"Au Street onto Poindexter Avenue
shall be restricted with proper traffic signing.
On March 17, 1986, the minute action approved by the City Council for DP -330
(Poindexter Associates) in Condition No. 79 states:
That right turn movement for all traffic from Tech Circle onto
Poindexter Avenue shall be restricted with proper traffic signing.
Resolution No. 86 -293 does not correctly reflect the approved City Council
action. This resolution states that only truck traffic be prohibited from
turning right onto Poindexter Avenue from -ech Cix-, -le.

Poindexter Avenue between Moorpark Avenue and Sierra Avenue is currently posted
as having a three ton weight limit. Rather than attempting to enforce a
complete prohibition of right turns from Tech Circle, the Council may choose to
apply the restriction only to trucks, exceeding three tons.

There was considerable discussion egardirg traffic to be generated from
the industrial complex, "Tech Circle ",onto Poindexter Avenue and
it was the consensus that Condition No. 29 of the recommended
conditions be amended to provide t.tat there be no right turn of
any traffic from Tech Circle ante Poindexter Avenue; also that
Condition No. 13 of recommended Cointy Sheriff's Department conditions
be amended to provide only for a 2` -foot street width with two -way
t. r a f f i c, with off-street parking on bc, t h sides
The City Clerk then presented the )IlDwirig documents, which were
ordered received and filed:
1. Proof of Publication of Nc:t.ice of Public Hearing, published
in the Moorpark News on Mooch `_i, 1986; and
2. Affidavit of nailing Not :rcc of Hearing to property owners
within 300 foot radius of ubjec*. property, as shown on
last equalized assessmerk° of A-ailed March 3, 1986.

There being no further testimony tc bl. 17e rd, the hearing was declared
closed.
There was discussion regarding traffic concerns and it was the con -
sersus that future projects in the industrially zoned property along
Poindexter and Gabbert Road be planned so that the traffic exits onto
Los Angeles Avenue rather than Poindexter, and Councilmember Yancy- Sutton
suggested that those properties facing on Poindexter could be planned
with a frontage road or back road w��ich would take them to Los Angeles
Avenue.
It was then moved by Councilmember :ancy- : :.rtton, seconded by Council-
member Prieto and unanimously cacti d that the Council finds that the
proposed project will not have a s,i gn3 f ica;it effect on the environment
and that the Council has reviewed a ,d c ores idered the information
contained in the Negative Declaration crld does approve the Negative
Declaration as having been comp'_( t 1 )mpliance with State CEQA
Guidelines issued thereunder.
