Knipe, Assistant City Engineer Date: April 11, 1990 ((9C - `//%g/'TU Subject: TRACT NO. 4081 (COLMER) ADDITIONAL GRADING QUANTITIES BACKGROUND INFORMATION In the attached letter, Colmer Development requests a change to the approved grading plans. This change in grading plan only affects Lot No. 13 with elevations to be lowered, at most, 21 feet. As required by adopted City Council policy, elevation changes in excess of 2 feet must be reviewed and approved by City Council . DISCUSSION As experienced by other developers, additional earthwork quantities are typically needed to complete a project. As is usually the case, actual shrinkage factors are typically higher than originally anticipated. In this case, it resulted in a shortfall of 29,500 cubic yards of available earth to complete the grading on Tract No. 4081. Under the proposed change, Lot 13 would be lowered, at most, 21 feet over the cross-hatched area shown on the attached map. The shaded area, to be graded under the requested change, was to remain open space under the original grading plan. The proposed grading change on Lot 13 will continue to contain all grading operations on-site. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 t Page 2 Both the Director of Community Development and City Engineer have reviewed the preliminary plans for this proposed change. Though other options were considered, the proposed change is the best alternative since this graded area cannot be seen from Grimes Canyon Road. This proposed change should also maintain the existing contours and an open space appearance. RECOMMENDED ACTION It is recommended that the City Council approve the following: 1. The basic grading plan to revise elevations on Lot 13 in Tract No. 4081 . 2. That the proposed changes maintain existing contours and an open space appearance. 3. That revised grading plans be submitted for review and approval by City Engineer and Director of Community Development. 4. That the developer pay all applicable fees for City review of revised grading plans. M:OORPARK. A shortage of dirt has occurred on the project primarily due to shrinkage which occurred during the slide removal . The large amount of shrinkage was unanticipated. At the current time, we are short 29, 500 c.y. of dirt needed to raise the pad area on Lot 7 to the elevations we have shown on our grading plan. We propose generating this extra dirt by enlarging the cut pad area on Lot 13 . By expanding the cut on this pad, we will generate the 29, 500 c.y. that is needed. We will follow the existing contour lines on the hill surrounding the pad, so that the pad is cut utilizing the existing topography. This pad is not visible from Grimes Canyon Road. I am attaching a reduced grading plan showing the existing pad and the expanded pad cut on Lot 13. The hill that we will be cutting to generate the dirt is at an elevation of 769 feet, and we are proposing it be lowered to 748 feet. Our grading operation is nearing completion, and we would appreciate this item be put on the City Council's agenda as soon as possible, so that there will be no disruption of our grading activity.
