Knipe, Assistant City engineer April 12, 1990 TRACT 3019 (WARMINGTON) - FENCE /WALL BOND EXONERATION BACKGROUND INFORMATION At the Council meeting of April 4, 1990, t,te fence /wall bonds for Tracts 3525 and 3019 (Warmington) were exonerated. Unfortunately, the bond number and amount for the fence /wall bond for Tract 3019 were incorrect. The correct Bond No. is 941y012S and the correct bond amount is $222,495. Reynolds, Jr., Management Analyst j April 10, 1990 SUBJECT: Disposition of Surplus Equipment to Moorpark Based Non - Profit Organizations Background Staff is returning to Council pursuant ..o action taken at the March 21, 1990, City Council meeting, whereby the Council declared certain City equipment as surplus, and authorized staff to pursue the possibility of donating said equipment to Moorpark based non - profit organizations. Staff was directed to pursue this option for the disposition of goods, only if City regulations and State stat: ;tes permit this type of action. Discussion After reviewing State and Local st.atu.Ies, staff did not identify any restrictions to donating surplus equipment to non- profit organizations which serve this jurisdiction. Staff invited local non - profit organizations to view City surplus equipment, and identify which equipment would be of benefit to their agency. The process was administered c r. a first come first serve basis, between March 22, and April 6, 1990. Staff displayed equipment for sevicral Moorpark based non - profit organizations. The equipment was tentatively claimed, leaving a few odd items for the City to dispos, of through alternate means. Attachment "A" represents the amended 'ist: of equipment as approved by the Council March 21, 1990, with an add« -d column showing items requested by each agency. 799 Moorpark Avenue Moorpark California 93021 (805) 529 -6864 Surplus Equipment April 10, 1990 Four of the five agencies which viewed t!ie equipment are Moorpark based non - profit organizations, as follows; FIandi..capped Equestrian Learning Program, Catholic Charities, Moorpark Senior Citizens Club, and the United Methodist Rainbow Children's Cei,ter. These agencies are only interested in office equipment and can se almost all of it. The fifth agency, Raptor Rehabilitatior and Release Program (Raptor), would like to use the kitchen equipment: .n their care and rehabilitation of wild birds of prey. Raptor serves the local jurisdiction, working in conjunction with the Moorpark College Animal Compound. Raptor is the only agency which expressed an interest it the kitchen equipment. The five agencies have not shown an ireerest ,:Y the equipment listed in Attachment "B ". As stated in the March 21, 1990, staff report, this equipment can be made available for pub'. <c auct:i•)n. The reduced volume of equipment can be moved by City staff, thus decreasing the cost to the City in disposing of this property. Ct is hi.gh.y likely that the City will be able to combine the remaining =!quipment_ with the shipment of another local government agency, and :ave it ransported for public auction in an efficient manner. St.af' is currently researching this possibility with the City of Thousand Oaks, Oxnard and Simi Valley. The City could opt to sell the remainin ; s1i.-p1u:S equipment at City Hall through a sealed bid process, if the 7 in, e :act s to do so. Recommendation: That the City Council direct staff tc: 1). Dispose of City surplus egi.,ipment. by donating it to the Handicapped Equestrian Learning Program, Catholic Charities, United Methodist Rainbow Ct�ldren's Center, the Moorpark Senior Citizen's Club, and the Raptor Rehabilitation and Release Program, according t the schedule in Attachment A, and; 2) To authorize staff to sell the equipment in Attachment "B" at public auction or by sealed bid process, or discard.
