SUBJECT: REVIEW OF PLANNING FEES
BACKGROUND
The City's planning fees are established by Resolution 605
which was adopted by the City Council on July 19, 1989.
The Building Industry Association has taken exception to
some of the rates included in the resolution. It is the
expressed desire of the City to adopt rates which are
fairly applied, but which recover the costs associated with
development plan reviews.
To this end, staff has interviewed firms with an expertise
in analyzing rate structures. The firm of Fieldman, Rolapp
& Associated has experienced staff in this area and are
available to perform an analysis of the methodology used
by the City in establishing our current rate structure.
They would be provided with staff support during their
field work from the Management Analyst and would recreate
the methodology used by the City in determining the current
rates. After this review they would analyze the
methodology employed and make recommendations for
adjustment where necessary to maintain an equitable rate
structure.
This analysis would be performed using PC based software
which will allow staff to use the same methodology each
year to adjust rates to changing operational and processing
costs.
RECOMMENDATION
Staff recommends the appropriation of $10,000 from the
unrestricted fund balance of the Community Development Fund

for the purposes of performing a review of the City's
current planning fees ($1,000 contingency). Further,
authorize the City Manager to enter into a services
agreement with the firm of Fieldman, Rolapp, & Assc. to
perform the analysis as outlined for an amount not to
exceed the appropriation.

This letter is to confirm my conversation with your staff regarding our proposal to review
your development processing fees. F'ieldman, Rolapp and Associates has provided
financial advisory services to numerous jurisdictions since 1966. We are pleased to offer
our services to the City.
It is our intention to utilize Ms. Karyn Keese, Senior Associate, to conduct primary work
involved with this project. I will act as the Principal in charge of this project and will be
assisted by other staff as required.
Ms. Keese has over fifteen years of expertise in financial management in both the public
and private sectors. She has a bachelors degree in Business Management and Accounting
from the University of Virginia. She has extensive experience with the management of
multi -million dollar programs, and has been responsible for all aspects of accounting,
finance, personnel, and EDP functions. She has experience with government programs
and the establishment of fees related to grant programs. She has been responsible for cost
of service analyses, rate design and implementation. She has prepared testimony for
public hearings to provide information for public agencies.
My experience includes over thirteen years in city and county government as a finance
director, city treasurer and director of administrative services. I have been a principal
with Fieldman, Rolapp & Associates for approximately five years. My educational
background includes a Bachelor of Science from Eastern Michigan University and an
MBA from Pepperdine University. I worked for a "Big 8" accounting firm and was
responsible for numerous cost studies.
As discussed, we are willing to undertake this task on a time and expense basis with a not
to exceed amount of $9,000, We would be available to commence our activities on May
2nd and complete the project by the end of May.
We understand that this project has a very quick turn -around time and a requirement to
provide our findings in an oral and written form to the city staff, the City Counsel, the
building industry association and interested parties.
