HARE City Treasurer ARCHITECTURAL SERVICES - COMMUNITY CENTER The City Council has budgeted capital improvement funds in this fiscal year for renovation of the Community Center. The renovations would provide air conditioning for the building, and several modifications to the multi -purpose room which would improve the lighting, sound system and acoustics, as well as, construct a control booth for cable telecasting. All of these individual technical projects require a coordinated design in order to control costs and to assure compatibility of systems. Staff has interviewed several firms familiar with the architectural design of public facilities. The firm of Wolf/Lang/Christopher Architects, Incorporated (Architect) has demonstrated the clearest understanding of the City's needs and requirements. At staff s request the Architect prepared a budget estimate of the work required to renovate the Community Center and their associated fee for design. Their correspondence is attached. It is proposed that the Architect be engaged to perform the design work for the renovation of the Community Center, developing the specifications and bid documents enabling the City to invite bids from pre -qualified general contractors to complete the renovation. The Architect has estimated that their design services would not exceed $16, 900 for a project of this type. For an example, if the City Council were to change and expand the renovation of the sound system to include a sound studio the design complexity and costs would increase. It is proposed by staff that this project be moved forward and the specifications be defined with the initial design review. This would incorporate all of the elements discussed above including a cable telecasting control room with associated remote equipment, acoustic improvements, the sound system, the lighting system and a heating/cooling system for the entire building including the senior center. Consideration would also be given to the future acquisition of an emergency generator which would allow for the continued operation of systems in both the Community Center and the City Hall. Currently, $192,480 is allocated for construction and purchase of equipment in the Community Center budget and it is anticipated that more funds will be forthcoming from Ventura County Cablevision for the purchase of the cable equipment. RECOMMENDATION: Staff recommends City Council appropriate $9,000 from the General Fund (01) and $9,000 from the previously Community Facilities Portion of the Parks Improvement Fund (05) for design services. Further, staff recommends City Council authorize the City Manager to sign an architectural services agreement with Wolf/Lang/Christopher Architects, Inc. for an amount not to exceed $18,000 for design services and contingencies related to the renovation of the Community Center and direct the Public Works/Facilities Committee to meet with the Architect for an initial design review prior to the development of a final design. Hare Community Center Improvements Project No. 8921401.00 February 21, 1990 Page 2 Most of these cost figures are from historical data generated from past projects of similar scope. My consultants estimate that actual production time to analyze and design the space will be from 4 to 6 weeks plus review and consultation time. Without knowing the specific scope of work (quality of materials, etc.) their fee's represent the higher end of their quotes. In other words, they would probably bill on an hourly basis with a maximum not -to -exceed fee cost figure as shown. I also estimated that the contractor's fee would be in the neighborhood of 15%, which could increase because of the size of the (small) job.
