Red Cross Request for a Grant to Purchase Equipment
for the Moorpark Disaster Action Team
After an indepth review of the benefits Moorpark. will obtain from
having a fled Cross Disaster Action Team in Moorpark, the Disaster
Council unanimously recommended City Council authorize funds for the
purchase of the requested supplies. Attached for your information is
the letter of request form the Red Cross, a memo Form staff to the
Disaster Council regarding the request, a listing of the supplies to be
purchased and their cost, and a letter from the Red Cross regarding
their Disaster Fund Utilization policy.
The supplies will be stored at a school facility in Moorpark for, use in
the event of an emergency or disaster. The Team would use the supplies
to shelter people and assist with clean-up of homes once the disaster
is over. There will be enough supplies for 1.08 people. The supplies
have an estimated 15 year shelf life The Redcross will maintain and
replace damaged units.
Staff Recommendation
It is recommended City Council authorize the expenditure of $4,997.92
form the $35,000 in Gann moneys that were set aside for disaster
service programs.

Dear Mr. Kueny:
The Ventura County Chapter of the American Red Cross will be establishing a
Disaster Action Team in Moorpark beginning in June of this year. The local
Disaster Action Teams are the primary response units of our disaster program.
Because the teams are located in towns throughout the county, they are
available for immediate response to local disaster needs. With the addition
of the Moorpark team our disaster action teams will be complete.
The development of the team requires community involvment and we have that all
ready. One of the' biggest needs the team will have is equipment. We need to
stage supplies in Moorpark to have ready for disasters there. In the event of
a disaster, it is entirely possible that assistance will not be able to reach
Moorpark because of road closures. It is therefore important to have the
equipment all ready in place.
To that end, we are asking that the City of Moorpark give a grant of $5000.00
for the purchase of equipment for the Moorpark Disaster Action Team. This
equipment would consist of cots, blankets, hygiene kits, clean-up kits, safety
helmets, and I.D. kits. With that amount of money we would be able to
purchase enough supplies for 108 people. In the event more supplies are
needed, we will attempt to bring them in to the shelter sites.
We do appreciate the interest and support that you have shown our team. That
support will be extremely helpful in making the team a success. If you have
further questions regarding the team or the supplies we wish to purchase

Martharuth Lefever, Emergency Services Director, for the Red Cross
responded to questions regarding their requests as follows:
a. Review of Funding Request for $5,000
>The Red Cross will purchase the supp lies. They will proceed with the
purchase with or without the assistance of the City. The process would
be speeded up with the City' s help otherwise they will have to buy in
small quantities as funds becomeavailable. The supplies would be
controlled by the Red Cross.
>The Director has been working with the School District and hopes to be
able to store the supplies at one of their facilities. This was viewed
as a likely possibility.
>The supplies would be used to shelter people and then clean-up their
homes once the disaster is over. The Director indicated the supplies
could be used for any scale of disaster and for any type of emergency.
The Director mentioned SWAT Team activity as an example.
b. Review of Action Team
>A local team leader is appointed that takes direction from the Red
Cross. The Director indicated that pre -planning and coordination were
very important. The Team would provide mass shelter, damage

assessment, and family services (helping re -settle after the initial
shock of the disaster or emergency). The Red Cross is currently able
to provide these services from Simi Valley or Filmore. The Director
indicated having the supplies and Team in Moorpark would speed-up
response time and coordination. Having local citizens involved was
noted as particularly important.
>The Red Cross will respond based on a spirit of cooperation and
pre -planning. The Director emphasized the importance of local
contacts, pre -planning, and coordination. Having a City Team was
viewed as a plus. Another point stressed was having someone from the
Disaster Council on the Red Cross Team for coordination, planning, and
information.

Hear Sirs:
The Ventura County Chapter of the American Red Cross is proud to be working in
cooperation with the City of Moorpark to more fully prepare the community and the
Red Cross to respond quickly and effectively to the needs of victims of
disasters... whether the disaster is a single family fire or a major earthquake. .All of
the effort and support that is generated today will make the response tomorrow more
effective and certainly niore rapid.
As we review this issue, we feel it is important to also report to you on the results of
our work in Northern California, the use of funds contributed by Moorpark, and
concerns expressed relative to our national policy for use of disaster funds.
1. The combined disaster operations in response to the devastation of Hurricane
Hugo and the Loma Prieta Earthquake have been the largest relief operations in the
109 year history of the American Red Cross. 21,227 Red Cross volunteers and paid
staff have been assigned to the operations... and the work still continues to this day
in providing additional assistance to those in need. During this period, Red Cross:
Gave temporary shelter to 179,723 displaced people at 821 Red Cross emergency
shelters.
* Served 12.6 million on -site meals.
* Provided casework services and cash grants to 143,927 families for clothing,
furnishings, other household items - and in some cases, the funeral expenses of
loved ones.
* Responded to 11,937 inquiries from concerned family members and friends of
people residing in the disaster -affected areas.
* Ventura County sent 14 'Heroes" to Northern California and two to St. Croix
in the Virgin Islands. They served with distinction and represented the people of
Ventura County unselfishly.
2. Standard Red Cross policy for the past 109 yeHrs has been that all funds donated
for disaster relief are placed in the National Disaster Relief fund and are used
exclusively in the relief efforts. Many persons choose to designate their gifts to
specific disaster sites. All unused dollars remain in the fund to be used for future
disaster relief efforts (as in the current floods and tornadoes in the midwest).

(The reason for the policy his been that there is potential that if all donations were
designated ... and could only be used for... specific: disasters, then only the "Popular" or
well !Drown disasters might be funded. For instance, while we will spend more. than $72
million in response to Hurricane Hugo, we received "Designated Donations" of less than
$50 million for that divaster. In contrast, we received more designations for the
Earthquake response than required for standardized assistance.)
3. HOWEVER, in lleu of the unprecedented massive outpouring of generosity for the
people of northern California, the American Red Cross has revised the standard
policy consistent with the expressed wishes of the donors.

Earthquake -hill be spent in Northern California. The money will fund all
standardized assistance as well as funding extraordinary disaster assistance programs
in the quake stricken areas including San Francisco, Oakland, Santa Cruz and
Watsonville.

effective and well -planned response capacity that the people of Moorpark expect and
deserve.
