The by -laws of the Southern California Joint Powers
Insurance Authority allow interested cities to apply for
membership in the Authority. Membership applications are
reviewed by the Authority staff, a field visit is
conducted, then the Authority's staff develops a report
analyzing the application cind the applicant city's
condition. This report is then reviewed by the various
standing committee's within the Authority including the
Risk Manager's Committee, Finance Officer's Committee, City
Manager's Committee, and the Executive Committee. After
review by all of the standing committee's the membership
is voted on by the voting delec.sates from each member city.
The Authority staff and ail )f the standing committees
voted to accept Mammoth Lakes membership. Those opposed
to accepting membership indicated they were opposed due to
Mammoth Lake's distance from the majority of Authority
cities and from the main offic +�s of the Authority. It was
pointed out that serving a (.A.ty costs more due to the
distance from the main office ,jnd it i.s more difficult for
the city to participate in training and other programs
which are designed to decrease member losses. The by -laws
are also very restrictive and require two thirds of the
membership to vote on by -law :Amendments. Unfortunately,
this requirement at times pr:)hibits the Authority from
making necessary adjustments ire the by-laws to keep abreast
with current insurance irdkistry changes and legal
requirements.

The Mayor serves as the City's delegate to the Authority
and would cast the City's rote. Mayor Lawrason has
indicated that he will oppose the membership of Mammoth
Lakes at this time due to the current difficulties involved
in gathering a quorum of members for amendment to the by-
laws. The issue of amending the by -laws and seating a
quorum of members is currently being reviewed by the
Executive Committee. Hopefully, they will find a solution
to this problem which will provide the Authority with the
necessary means to move forward and make decisions at their
semi - annual meetings.
In the event any member of y_ he City Council wishes to
discuss the Mammoth Lakes application or the Mayor's
intended vote this item should be pulled from the consent
