As you know, for several years the California State University
(CSU) Board of Trustees has been searching for a site for a
permanent off -campus center in Ventura County. Last year, the
Trustees selected the Taylor Ranch property as its preferred
site. The outcome of litigation was a court judgment directing
the CSU to prepare a revised Environmental Impact Report (EIR)
which discusses the potential significant environmental impacts
of "all reasonably foreseeable development on the Taylor Ranch
site."
We are now in the process of developing such an EIR. The
Trustees have engaged the consulting firm, EIP Associates,
which has considerable experience throughout the state in
conducting environmental analysis related to university growth
plans. The firm will assist the Trustees and CSU planning
staff in preparing a new EIR.
On behalf of the Trustees, I am extending an invitation to the
Council to select a representative to participate on an
advisory committee to the EIR revision process. The purpose
of this advisory committee will be to:
• review the criteria used for selecting sites to be evalu-
ated as alternatives;
review and advise on alternative site selection;
review and advise on the scope of the CEQA issue categories
to be analyzed in the revised EIR;
review and advise on the proposed mitigation measures
selected to offset impacts of the proposed project; and
offer advice on the conduct of the stud y1-ve

The committee will meet on an as -needed basis appropriate to
the development of the EIR, at least through its certification
by the Trustees, and perhaps beyond. The Committee will be
co-chaired by CSU and the consultants.
The Committee members will have the opportunity to work direct-
ly with the EIR consultant and the CSU planning staff on issues
pertinent to the development of the EIR. The first meeting of
the Advisory Committee is planned for Friday, April 27, begin-
ning at 9:30 a.m. at the Hilton Hotel, Oxnard. It will be a
general information session to introduce the consultant and
explain the process for committee review and interaction with
the project team. At that time we will also establish a
general agenda for the meetings to follow.
I look forward to the Council's appointment of its represen-
tative to participate in reviewing issues of importance to us
all and offering advice during the course of this environmental
study. The agenda for our introductory session will be sent to
your appointee. I look forward to working with you over the
next year or more as we carefully reevaluate the options for
continuing and expanding the State University's presence in
Ventura County.
