This is the fourth consecutive year that has produced inadequate rainfall. The drought and increasing water demands are causing water purveyors to focus on water conservation as a means to stretch a resource that is becoming more limited with time. To better understand the impacts of water conservation, staff will provide a report to Council on May 2, 1990. In preparation for the report an outline -is attached for ,your consideration. The concept is based on the typical response to drought using a phased approach beginnirig with public awareness and then moving into mandatory programs.
