B 2274 would revise existing housing element law by requiring cities and counties to develop their housing elements using the regional housing allocation issued by the Council of Governments or the State Department of Housing and Community Development, unless the local agency can demonstrate that one or more cities or counties have agreed to increase their housing share in the same amount which the local jurisdiction proposes to reduce its regional allocation and the local jurisdiction's share of low income and very low income housing is not reduced. These Agencies would succeed the powers, duties, and responsibilities of LAFCOs, COGs, air pollution control districts, and regional water quality control boards. They would be required to prepare a regional general plan to contain elements relating to air quality, water quality, transportation, housing, sphere of influence; and capital facilities. Plans and ordinances of cities, counties and special districts would be required to be consistent with the regional plan and rules and regulations of that agency.
