SUBJECT: Consideration of Request for an Extension of the
Contract Term and an Adjustment to the Contract
Price for the Maintenance of Traffic Signals
OVERVIEW
This presents for consideration a request from Signal
Maintenance, Inc. for an extension of time and an adjustment
to the current rate for traffic signal maintenance.
DISCUSSION
A. Background
In May of last year the City Council approved an action
similar to the one being proposed. The Contract was
extended for one year through June 30, 1990, and the
contract price was adjusted in accordance with the
provisions in the Contract. Documents related to that
action (including current Schedules A & B) are attached as
Exhibit 111". Last year's rate adjustment is re -capped as
follows:

B. Request
The request from Signal Maintenance, Inc. is attached as
Exhibit 112". A summary re -cap of the request is as follows:

The labor and equipment schedules which are a part of the
contract documents, are also proposed to be increased a like
amount. Revised copies of those schedules are a part of the
attached request.
As explained in the request, the proposed increase is based
upon an increase in the Consumer Price Index for all Urban
Consumers in the Greater Los Angeles Area of 6.5 % over the
past twelve months.
RECOMMENDATION
Staff has reviewed and verified the information set forth in
the request. On the basis of that analysis it is recommended
that the City Council take the following actions:
1. Approve a one year extension to the Traffic Signal
Maintenance Contract, through June 30, 1991.
2. Approve an adjustment to the Contract Price in the amount
of 5 o.
3. Authorize the City Manager to execute an Amendment to the
Agreement.

RE: Contract Extension and Service Maintenance Rate Increase
Dear Mr. Walters:
This letter is to advise you the Moorpark City Council approved
extending the service maintenance agreement between the City of
Moorpark and Signal Maintenance, Inc., for one year and eleven days.
The new agreement will expire on June 30, 1990. Additionally, the
Council approved a rate adjustment of 8.31% per signalized
intersection. The new rate effective June 20, 1989, will be $90.55.
Intersections to be maintained under this agreement are:
1. Campus Park Drive and College View Avenue;
2. Campus Park Drive and Delfen Street.

The maintenance agreement between the City of Moorpark and Signal Maintenance,
Inc. expires 6-19-89. We would like to extend this contract for an additinal
year. There has not been a rate adjustment made since 1986, although a
few letters have been sent with no response. On March 31, 1989 we wrote
to you asking for a 4.9% increase based on the CPI for the period January
1987 - January 1988. This letter was never acknowledged and the increase
was never taken. At this time I ask your consideration of that increas
plus the CPI increase for Feb. 1988 - Feb 1989.
2According to the CPI, the percentage of increase from Febuary 1988 to
February 1989 is 4.8%. Currently the monthly cost per intersection is
$83.60. Therefore at this time I must ask your consideration for a rate
adjustment of 8.31% per intersection , increasing the cost per intersection
to $91.91. Revised labor and equipment schedules attached also include
this increase. This increase becomes effective 6-20-89.
As a seperate matter, our company has recently concluded negotiations
for insurance coverage to 3-01-90, however, with an estimated increase
in premium of $250,000. While I do not expect to pass that entire amount
to our customers. I do ask for help in that regard.
Since our exposure to liability situations can and does come from all
directions, the most equitable approach is through amortization on a per
intersection basis. I am therefore asking from all customers a cost of
insurance adjustment in the amount of $4.81 per month per intersection
to become effective at the earliest possible time.

Dear Mr. Newhouse,
In effort to maintain reasonable parity with increases
in the cost of doing business, I must again seek rate
adjustments'as provided for in our agreement.
According to the CFI Hotline, (213-252-7528), the index
has increased 6.5%s during the twelve month period ending
February 1990. Since our cost of Insurance appears to
have stabilized somewhat this year, I am proposing a 5%
increase to the maintenance rate structure only. Ap-
plied to the current rate of $90.55, this adjustment is
therefore in the amount of $4.53 per month per intersec-
tion. A copy of the revised labor and equipment sche-
dule is enclosed for your convenience. Inasmuch as this
procedure is clearly defined in the agreement, I will
anticipate an effective date of July 1, 1990. I ask
however, that you contact me directly if there is any
problem. Thank you.
