SUBJECT: SPHERE OF INFLUENCE STUDY -STATUS REPORT
Background
The City Council at their April 18, 1990 regular meeting, under
Council Comments, requested a status of work in progress towards
completion of a Sphere of Influence Study. The Council on March
7, 1990 had directed staff to begin work in having a Sphere of
Influence Study accomplished.
On April 4, 1990 staff presented to the Council a Draft Scope of
Work for a Sphere of Influence Study. The Scope of Work, with some
changes by the City Manger was approved. Staff was directed to
prepare the Request for Proposal (RFP) and send it along with the
Scope of Work to planning consultants.
Discussion
On April 20, 1990 the RFP, including the approved Scope of Work was
sent out to six consultant firms (including PBR). These items were
both mailed and faxed. Also, a phone call was made to each firm
advising them of a short time frame. Staff noted that two of the
six firms would not bid on the City's proposal . The remaining four
were concerned about the budget the City had available.
The RFP required that all replies be submitted by 5:00 p.m. May 7,
1990. Staff expects to place this matter on the City Council's
agenda of May 16, 1990 in order that an award be made to a
consulting firm.
