Kellerman., City Clerk DATE: April 25, 1990 SUBJECT: MOP #7 - POLICY FOR FILLING CITIZEN APPOINTMENTS BY THE CITY COUNCIL TO VARIOUS BOARDS, COMMITTEES, COMMISSIONS, DISTRICTS, ETC. BACKGROUND In the spirit of encouraging residents to apply for postitions on City Boards, Commissions, Committees and for various other citizen appointments, the City Council at its April 18, 1990 meeting requested that a policy be developed for advertising and filling such positions. Attached is proposed Moorpark Operating Policy (MOP) #7, outlining an advertising and appointment po'ic}' for all appointive offices. DATE: Advertising and Appointment Policy for Citizen Appointive Positions to the Planning Commission, Parks and Recreation Commission, Area Agency on Aging, Area Housing Authority, Moorpark Mosquito Abatement District, Ventura County Transportation Commission Citizens Transportation Advisory Committee, and County -wide Manning Program. 1. At the end of each calendar year, a list will be prepared and posted at the Community Center and Library of all citizen appointive positions and their expiring term of office as well as any requirements for the position. The list shall remain posted foSr the month;of January. 2. Not later than one month prior to the expiring term of office of a citizen appointee, the City will post a notice of the expiring term and advertise in a newspaper of local distribution `ox- interested persons in the appointive position. 3. Interested persons wil be asked to submit a City application and a letter of interest containing a brief statement of their philosophy and relative information regarding the appointi.vc, positions scope of work. 4. The revised traffic Study Scope of Work for Tract 4620 dated March 30, 1990, a copy of which is attached hereto, is agreed upon by he City and JBH Development Company, Inc. 2. The Traffic Study provided for in said Scope of Work shall be performed at th( expense. of JBH in conjunction with the Traffic Study Scc- -�e of Work for Tract 4652, submitted by Mr. Abe Guny. 3. Upon certification ty the C;ity's engineer, Wildan, that the Traffic Study for Tract 4620 has been done in accordance with the above referenced Scope of Work, City staff will issue a letter to .7BI1 certifying that the Application is complete. 4.
