HARE City Treasurer SUBJECT: Consideration of Bids for a Contract for Street Sweeping Services OVERVIEW This presents for consideration, bids received for the award of a five year service contract to provide street sweeping services to the City. DISCUSSION A. Background Over the past few years, street sweeping services have been provided to the City on a month -to -month basis. In February of 1989 the City Council, discussed this program and directed staff to prepare new specifications and bidding documents, and advertise for receipt of bids for these services. Scope of Work That portion of the contract specifications pertaining to the number of curb miles to be swept and the frequency of sweeping required, is summarized as follows: Miles Curb Sweeps Swept Element Miles per Year Annually State Routes Weekly Curbside 2.2 52 Bi-Weekly Medians 3.5 26 Curbside 9.9 26 City Streets . This program is still under evaluation. Staff will report back to Council in two months on the results of this evaluation. The cost for the sweeping of these areas is included in the unit (curb mile) price bid for the entire City. Street Sweeping May 2, 1990 Page 3 C. Bid Summary On April 6, bids were received from two companies, Ven-Co Power Sweeping, Inc. and Pacific Sweep (formerly Emard Sweeping). A comparison of those bids is as follows: Curb Price per Annual Bidder Miles Curb Mile ( Cost ($) Pacific Sweep 3,328 11.00 36,608.00 Ven-co 3,328 23.78 ** 79,139.84 ** An alternate bid of $18.48 per curb mile was offered by Ven-Co for providing the services under a contract with no requirement for the payment of prevailing wages. D. Qualification Both of the f irms submitting bids have the experience and qualifications to provide these services. Staff has expressed concern to Pacific Sweep with regard to the age of their equipment. Staff has been advised that it is the intent of Pacific Sweep to acquire newer equipment in the very near future. E. Specification The Contract Specifications contain provisions pertaining to the methods and procedures to be employed by the Contractor in the performance of the required services. These provisions provide the Contractor adequate guidelines to enable the Contractor to deliver quality services. They also provide staff with the controls necessary to properly administer the contract. Included in this contract language is the ability of the City to cancel the contract with or without cause, upon thirty (30) days notice. Street Sweeping May 2, 1990 Page 4 F. Cost Reduction Should the City Council award the contract to Pacific Sweep, the per -curb -mile rate for street sweeping services will be reduced from $14.19 to $11.00. The reason for this decrease in proposed charges from the City's present contractor, is apparently due to very competitive forces in the marketplace which resulted in the recent loss of another contract elsewhere in the County. RECOMMENDATION 1. Award of a five year contract for street sweeping services to be performed in accordance . with the Contract Specifications, to Pacific Sweep for the unit price of $11.00 per curb mile. 2.
