The Moorpark Chamber of Commerce intends to sponsor an
Independence Day celebrat:ior on July 3, 1990 at the
Moorpark High School which will include a nighttime
fireworks display. The City Council last year approved the
waiver of all fees for the permitting of the event, and the
expenditure of $2,800 for 110 hours of policing costs both
on school property and outsid- of thf,, school property.
The coverage on the day of the event :included the Sheriff's
Mobile Command Post, motorcycles and a mounted unit, as
well as the use of Sheriff's Reserve Deputies and Sheriff's
Cadets. A total of 144 law enforcement hours were devoted
to the event which includes si tE!E >rl hf,urs of planning time.
A review by the Police Department of their coverage last
year indicated that the coverage was deficient and that it
should be increased. Lt. Rodi,i.guez has estimated that the
cost will be approximately '4 000
The Chamber of Commerce has requested that the City Council
appropriate $4,000 in the FY 90/91 budget special event
line item to fund this act vity and waive any permit
processing fees or charges. S afA has. reviewed the request
and does have concerns relatled to the funding of law
enforcement activities when t.hie event is not open to the
public and admission is charg,d, Tho Chamber of Commerce
has committed to distribut inc it. lea:,t 100 tickets to low
income families as they ag: -ec t -o I_a ;t year to respond to
this concern.

In the event the City Council. approves the Chamber request,
staff will include the approved amount of law enforcement
services in the FY 90/91 budget.. It is therefore not
necessary for the City Council to appropriate the funds at
this time. The Chamber of Commerce has also indicated that
a similar request for support will be prepared for the
Country Days event. The Country. Days request is currently
being prepared and will be avai -fable for presentation with
the budget thereby avoiding a p!.ecemea' approval of special
events costs.
RECOMMENDATION
Staff recommends the approval of the Chamber of Commerce
request for the waiver of permit fees and charges related
to the July 3rd Celebration and to fund on and off -site law
enforcement costs not to exceed $4,000 contingent upon the
Chambers' distribution of at least. 100 gratis tickets to
low income families. Further, it is recommended that the
City Council direct staff to iricl.ude $4,000 in the special
events line item of the FY 90/91.. budget. for law enforcement

SUBJECT: "Concert in the Sky" July 3rd Celebration
"Concert in the Sky ", our second annual July 3rd
celebration, returns with a bang The event will be held at
Moorpark High School from 4:00 p-in. to 10:00 p.m., on Tuesday,
July 3, 1990. Activities are centered around community vendor
food booths, children's activities, stage entertainment and a
spectacular fireworks show. The whole community is invited to
attend this family oriented event
Numerous youth and adult citizens are part of the volunteer
organizing community -based business interests promoted to use of
event sponsorship. July 3rd wil welcome many citizens from
Moorpark, as well as nearby communities who will enjoy the
friendly atmosphere of our town. Event plans include detailed
provisions for interaction wits, the school district, city
planners, site preparation, polic , parking, signage, manpower,
comfort and cleanup.
In February of this year, Lt. Rodriguez and I discussed many
of the positive aspects and some negative aspects of last year's
traffic control and security services. During our discussion,
Lt. Rodriguez advised me that :he has given much thought to the
event for this year. In March ]..9(40, Lt. Rodriguez contacted me
with a proposal for police servi_cks for our July 3rd event. The
estimated total for this year's event would be approximately
$4,000. This is with increase ;i.r manpower, as well as increase
in having a representative at all of our July 3rd planning
meetings. I agree with Lt. Rod :ric:n.iez that this year's event will
bring more people which, in fa(-t, means we will need more police
services.
The overall plans for the .-)L i.y 3rd event for this year will
be very similar to last year's, with some exceptions, which I
will discuss with the council i a later date if they desire.
The Chamber is also currently f inq alL permits with the City,
which I am sure, as in the past:. the �.1 t:y will he t at

Again, the Chamber will provide liability insurance for
coverage, naming the City as additionally insured, as well as a
Hold Harmless Agreement which we will provide prior to the
issuance of the Encroachment Elermit. If there are other
conditions the City would like, please contact me at your
earliest convenience so that I can work with staff to take care
of any additional conditions you deem necessary.
I think you will find this year's plans are way ahead of
schedule with many volunteers wox-king -!�o improve this event to
make it even better.
I would like to request that the City consider possibly
waiving any fees for the Encroachment Permit, as well as consider
funding for part, or all, of the police services. I will be
meeting with Lt. Rodriguez in the next few weeks to work out a
proposed parking plan so that the impact on the homeowners in the
area will be as minimal as po{,sible.
To update you, I am currently sending a letter to the
presidents of each Homeowners Association in the Mountain Meadows
area so that they have plenty of time to respond with any
concerns they may have.
The fireworks portion this year will be put on by Pyro
Spectaculars, Inc., the same company that we used last year.
They will secure, from Ventura Country Fire Department, the
application for Uniform Fire Code Permit. At this time, if there
are any additional changes for <:,ir. fi.ri..ng area, I will contact
you.
Moorpark Unified School District is working closely with us
as we want to insure the security of their premises, as well as
our city streets. An EMT ambula.nc <_�, from Pruner, has been secured
and will be on the premises the eit.ire time of the event.
I personally will keep the council informed of any
additional information that corner_ forward through this event and

This is just an overview of th.Ls event and I will keep you
updated as the Chamber moves a.on (j with their plans.
