HARE City Treasurer May 2, 1990 (City .ouncil Meeting 5 -2 -90) East County Wasteslied Coordinated Planning Effort In an effort to expedite and =conomi�:e the planning effort needed to reduce waste dispos,il by 25 percent by 1995 (as required by AB 939), a joint: program 'between Moorpark, Simi Valley, Thousand Oaks and Vent.ra County has been developed. The program will produce the S<,urce Reduction, Recycling and Composting Element (Element) ti <at. is required to be completed by July 1, 1991. This ElEMEIt will be the basis of the various activities that will. e needed to meet the stated objective. In preparation for the conside at.j.on cif the agreement, there are two items that need immed:i- t.e attention. First, a letter requesting the County to levy the gate fee is needed. The letter will serve as part of f-1 locumentation of the purpose of the program. Second, o meet'- the July deadline, authorization is needed to pirc -eed with the Waste Generation Study. The authorization will ,a ow + --ounty staff to proceed with retaining a consultant r 1::erform the study. 799 Moorpark Avenue Moorpam, ;alrfomia 93021 (805) 529 -6864 The Honorable City Council May 2, 1990 Page 2 Staff Recommendation It is recommended that the Cite Council authorize the Mayor to send a letter to the Ventura County Board of Supervisors requesting the lever of a gate fee at the Simi Valley Landfill and confirming the City's agreement to proceed with the preparation of the Waste Generation Study in conjunction with the County and cities of Simi Valley and Thousand Oaks.
