CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT TO: Moorpark Library Board FROM: Jennifer Mellon, Administrative Services Manager Jo Rolfe, City Librarian, Library Systems & Services, LLC DATE: January 4, 2016 (Meeting of 1/12/16) SUBJECT: Consider the Moorpark City Library Quarterly Report for the Second Quarter of Fiscal Year 2015-16 (October—December 2015) DISCUSSION A • Library Board: The Library Board did not meet in October but met on November 10, 2015. President McGregor made announcements about the upcoming adult programs including the presentation on Memory tips November 17 and the Family Holiday PJ party extravaganza on December 3. The board met to approve the Summer Reading Program summary report, The Library Quarterly report for the first quarter of fiscal year 2015-2016, and revisions to the City Council policy 2.20. Cancellation of the December meeting of the Library Board was approved. • Moorpark Friends of the Library (MFOTL): The MFOTL met on November 17, 2015. Topics of discussion included the Friends financial report, the City Librarian report during which the Holiday party was discussed and the MFOTL providing a table during that event, and City Administrative Services Manager gave an update on the new print management system. Also discussed was the Holiday book sale which was held on the Library porch December 12-20. • City Council Meeting: During the December 16, 2015 meeting the City Council thanked the City Librarian and Library staff for a successful Family Holiday PJ party which was held on December 3, 2015. City Staff also brought a staff report to the City Council regarding the Revisions to the Library Policies and Application for were which were approved with minor adjustments to verbiage. • Library Facilities and initiatives: The following improvements during this reporting period: 1 Library Board January 12, 2016 Regular Meeting Page 2 o A new print management vending machine was delivered on November 18 and was installed in December. Instructional signage is being developed and staff is being trained on how to demonstrate the print management and mobile print solutions for patrons. o The City approved moving forward with the California State Library CENIC broadband project which will increase speeds for Internet connections in the library for both patrons and staff. o A new safe has been purchased for the Library. o Exterior lights repair. The exterior porch light to the right of the entry door remains out at the time of writing this report and staff are awaiting parts for repair. o Four laptops were deployed for library teen programming. • Library service and Holidays: The library was closed on November 11 and 26 for Veterans Day and Thanksgiving. Signs and messages were posted on social media and the library gates as usual. • Makerbox Collective Grant: A $20,000 grant application was successful and funds have been received from the California State Library for the Makerbox Collective grant. Moorpark City Library is participating in, development of the program and lesson plans for the Makerspace boxes to rotate among the seven participating libraries. Subject to award guidelines the funds and maker boxes are administrated exclusively through Calabasas public library for the benefit of library patrons at the participating libraries. • Library Cards for Kids Campaign: Bruce Thomas President of the Rotary Club of Moorpark is taking the lead in the campaign by contacting the School District and local school Principals to rally support for getting all Moorpark children a Library Card. Members of the Rotary Club of Moorpark were on hand during the Holiday PJ Party to assist those wishing to apply for cards however there was so much excitement with the activities that few new cardholders registered. • First Five: in addition to the regular Little Bilingual Readers program First Five Staff agreed to be included in the story telling marathon during the Holiday party so that stories could be told in both English and Spanish. • Library Outreach: o Country Days, October 3, 2015 - The Library booth was extremely popular with well over 300 interactive visits from fair attendees who were drawn into the booth by two games. The a "wheel of fortune" and "disk drop" provided opportunities for attendees to win small prizes that included the brand new library card designs or library logo imprinted highlighters, pencils and USB hubs. Children even enjoyed the prize of a paper clip followed by an activity of hopping on one foot and a consolation prize pencil. It was a great official public launch for the new library card designs. We also distributed flyers and 2 Library Board January 12, 2016 Regular Meeting Page 3 spoke to attendees about our regular programs and upcoming special events including the Ghost Hunting presentation given by Sandy Carlson and Teen Read Week events hosted at the end of October. It was a fun and successful outreach event! o Holiday PJ Party, Thursday December 3, 2015 - This year the event location was expanded to two rooms in the Community Center in addition to storytelling and Santa visits in the Library itself. The Citrus Room held the cookie decorating activity. The Apricot Room had the most activities including hot chocolate and other refreshments, crafting and games, the Friends of the Library table, and a sing along of carols and solo performance by Kayla Bailey. Santa and storytelling held in the library drew crowds of excited children. A Holiday Card Passport was created for families to know what activities where available throughout the event. • Children's Programs and Events: o Holiday PJ Party. Attendance: 2 Quarterly;Report Observations and Conclusion: The Family Holiday PJ Party held on December 3, 2015 was a grand success with over 420 attendees! This and other promotional materials were designed by LSSI's professional graphic designer. During this reporting period that covers October, November and December 2015 the library has offered 128 programs and welcomed 2,271 attendees. A critical review of attendance statistics has resulted in dropping movie screenings for 2016, which will mean that the movie license will not need to be purchased in March 2016. This will yield a savings of $400 of Moorpark Friends of the Library sponsorship funds that can be diverted to a Summer Reading Program performance or other well-attended programming. The Librarians have determined that restricting the number of programs to a maximum of 25-35 per month will enable a greater degree of staff focus on outreach and the more popular in-house activities. MINUTES OF THE LIBRARY BOARD REGULAR MEETING Moorpark, California November 10, 2015 A Regular Meeting of the Library Board of the City of Moorpark was held on November 10, 2015, in the Community Center of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: President McGregor called the meeting to order at 6:10 p.m. 2. PLEDGE OF ALLEGIANCE: Board Member Rios led the Pledge of Allegiance. 3. ROLL CALL: Present: Board Members Goble, Rios, Sunseri, and President McGregor. Absent: President Pro Tern Landry. Staff Present: Jennifer Mellon, Administrative Services Manager; Jo Rolfe, City Librarian Library Systems & Services, LLC (LSSI); and Blanca Garza, Deputy City Clerk II. 4. SPECIAL AGENDA ITEMS: 5. PUBLIC COMMENTS: Laura Burnett, Regional Director of Library Systems & Services, LLC (LSSI), introduced herself to the Library Board. 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY BOARD MEMBERS: President McGregor announced various upcoming events taking place at the Moorpark City Library. 8 Minutes of the Library Board November 10, 2015, Regular Meeting Page 2 Board Member Sunseri reported on a conference she attended for School Library Staff sponsored by the Ventura County Board of Education which focused on bringing technology into libraries. 8. PRESENTATIONS/ACTION/DISCUSSION: A. Consider the 2015 Summer Reading Club Summary Report. Staff Recommendation: Receive and file the 2015 Summer Reading Club Summary Report. Ms. Mellon gave the staff report. There was a discussion among the Board and staff which focused on: attendance at adult movie nights being low due to space and comfort of amenities; attendance and incentives at summer reading club events; and retention of teens throughout the summer reading club events. There were no speakers. MOTION: Board Member Rios moved and President McGregor seconded a motion . to approve staff recommendation. The motion carried by voice vote 4:0, President Pro Tern Landry absent. B. Consider the Moorpark City Library Quarterly Report for the First Quarter of Fiscal Year 2015-16 (July - September 2015). Staff Recommendation: Receive and file the Moorpark City Library Quarterly Report for the First. Quarter of Fiscal Year 2015-16 (July— September 2015). Ms. Mellon gave the staff report. There was a discussion among the Board and staff which focused on clarifying the Maker Box Collective Grant which the Moorpark City Library is participating in along with seven local libraries. The participating libraries are developing the program and lesson plans for the Makerspace boxes that will rotate among the participating libraries which are geared for teens. Discussion also included the outreach to teens and kids expanding to localschools and the First Five program. There were no speakers. MOTION: Board Member Goble moved and Board Member Sunseri seconded °a motion to approve staff recommendation. Consider Revisions to City Council Policy 2.20: Moorpark City Library Materials Collection; Policy 2.21: Moorpark City Library Internet and Computer Use and Patron Agreement; Policy 2.22: Moorpark City Library Circulation as well as the Library Card Application. Staff Recommendation: Approve staff changes to City Council Policy 2.20: Moorpark City Library. Materials Collection; Policy 2.21: Moorpark City Library Internet and Computer Use and Patron Agreement; Policy 2.22: Moorpark City Library Circulation as well as the Moorpark City Library Card Application and recommend for Council consideration. Ms. Mellon gave the staff report. There was a discussion among the Board and staff which focused on clarifying the replacement of "Moorpark City Library" to become "the Library" throughout the Policies language; the cost of the token operated lockers to be paid from the Facilities Fund and not the Library's General Funds; discussing filtered vs. unfiltered computers at Library and revisions to the Application in hopes to clarify access. There were no speakers. MOTION: Board Member Goble moved and Board Member Rios seconded a motion to approve staff recommendation. The motion carried by voice vote 4:0, President Pro Tem Landry absent. D. Consider Cancellation of December 8, 2015, Regular Library Board Meeting. Staff Recommendation: Direct staff to post a notice of meeting cancellation for the December 8, 2015, regular Library Board meeting. Ms. Garza gave the staff report. There were no speakers. MOTION: Board Member Sunseri moved and Board Member Rios seconded a motion to approve staff recommendation. The motion carried by voice vote 4:0, President Pro Tem Landry absent. 9. Attachment: Friends of the Library Report 12 Moorpark Friends of the Library (MFOTL) President's Report for November and December, 2015 Moorpark Library Board November meeting The current Board of the MFOTL comprises the following members: President and Newsletter Coordinator Rosalie Barili Vice President and Membership Development Chair Francine Dudenhoeffer Treasurer and Secretary Dona Pugh Book Sales Coordinator Mike Fenerin Social Media Coordinator Sandi Thompson ➢ Moorpark Friends of the Library board update: o We are still working on finding a secretary. o Dona Pugh,our treasurer,continues to do the minutes until we find a new secretary. ➢ Outreach o Mike Fenerin.signed us up with VolunteerMatch.org,and we've had a response from a young man(18)who wishes to volunteer at the Library. He is invited to our next Board Meeting to learn about volunteer possibilities. This is in line with our hope of having specific-interest members of the board: for example,Teen Liaison,Young Parent,etc. o Our participation in the Holiday Pajama Party was both enjoyable and fruitful in publicizing the MFOTL. o We continue to publicize the Rotary program supporting Moorpark Friends of the Library membership growth and library card penetration among grammar school students,through the Newsletter,emails to members, our website and Facebook page. o Outreach to potential members has been offered via a one-time emailed newsletter to prospects given to us by current members. o Promotion of the Amazon Smile donation program continues. o Our Social Media presence remains strong on Facebook and our Website. In addition, since the Newsletter reaches our membership only every two months,we fill information gaps with e-blasts of short"Events Lists"to encourage attendance at Library and Friends of the Library events. ➢ Finances remain in good shape with over$50,000 in checking and savings. $15000 put into Vanguard balanced fund for long-term growth. Further investments up to an additional$15000 will be made depending on market conditions. A small savings account was liquidated and all but a few dollars from it was added to our investment account($900). ➢ Book store sales are going well with our strong core of volunteers: Mike Fenerin,Francine Dudenhoeffer,Linda Price,Lucy Buol,and Diana Fowler. ➢ We experimented with a special Winter Porch Sale—a mini-sale of fiction and children's books on the library front porch,eliminating the labor-intensive parking lot set-up. We feel it was a success from that point of view,as well as financially. The sale itself generated about$240, plus the book store sales for the same period were about$260, which is way above an average week. Assuming half of those book store sales were inspired by the book sale,that means the mini-sale did about$370 in total sales.Therefore, we feel it is worth repeating on an as-needed basis. ➢ Initiatives under development/consideration: o Potential Girl Scout reading program. ➢ MFOTL priorities for 2016: • Complete transition of board staff,e.g.,secretary. .• Build endowment and provide continuing level of donations for the library • Continue to strengthen volunteer base • Improve book store sales,book sales,on-line sales,membership revenues,donations 13 ITEM 9.0 CITY OF MOORPARK MOORPARK LIBRARY BOARD AGENDA REPORT TO: Moorpark Library Board ' FROM: Patty Anderson, Administrative Assistant II DATE: January 5, 2016 (Regular Meeting of 1/1212016) SUBJECT: Consider Cancellation of February 9, 2016 Regular Library Board Meeting DISCUSSION Staff is recommending cancellation of the February 9, 2016, regular Library Board meeting. If the Library Board concurs to cancel the regular February meeting, the next regularly scheduled Library Board meeting shall be on March 8, 2016. If it is necessary for the Library Board to meet before this time, a special meeting shall be called. STAFF RECOMMENDATION For staff to post a notice of meeting cancellation for the February 9, 2016, regular Library Board meeting. 14
