Moorpark, California May 2, 1990
A Special Meeting of the City Council of the City of Moorpark,
California was held on May 2, 1990, in the Council Chambers of City
Hall of said City, located at 799 Moorpark Avenue, Moorpark,
California.
1. CALL TO ORDER:
Mayor Lawrason called the meeting to order at 6:31 p.m.
2. CALL TO ORDER:
Present: Councilmembers Brawn, Harper, Montgomery, Perez and
Mayor Lawrason.

The adjourned meeting of the City Cou -CA i of the City of Moorpark, California
was held on July 29, 1987, in the Moorpark Community Center, Room A, of City
Hall located at 799 Moorpark Avenue, Mccrrpark, ' alifornia.
1. CALL TO ORDER:
The meeting was called to orde at 6 05 p.m. by Mayor Clint Harper.
2. PLEDGE OF ALLEGIANCE:

3. ROLL CALL:

4. PUBLIC COMMENTS:
A. Mr. Jim Hartley, 5950 Gabbert, stated he was not in favor of
each individual Councilmember having control over their
nomination to the commi ions
5. ORDINANCES:
A. Further Council consideration of possible amendments to
Ordinance No. 33, an__ordinance relatin- to commissions.
Councilmember Lane suygest.ed commissions be removed by a
majority vote of the Council, rather than at the pleasure of his
or her nominating Counc'lmember. He also suggested that a total
of six absences in a ca "pndar year without prior approval should
be grounds for the comm sicnPr' removal from office.
Councilmember Ferguson tated each Councilmember has the right
to make a nomination, r)ut the full Council has to make the
appointment. He felt tho Counci'member should have the right to
remove his nomination, 7d that emoval be confirmed by a 3 /5ths
vote of the full Counc

seconded a motion to amond the Membership and Term of Office
sections in OrdinancE - to 1d a�, follows:
"The Planning (Parks arc 'Rec ^eation) Commission shall consist of
five (5) members, to b, appointed by the City Council. Each
elected member of the it:y Council shall have the right to
nominate one member tc tho commission and the term of the
Commissioner shall be + a period of two (2) years or, in the
event that the nominatinl Counc ,11member vacates his or her seat
on the___Counci l , the term of the respective Commissioner shall
extend to the installation date of the newly elected
Councilmember; if no election i; held the term shall extend to
the expiration of their two 2)__year-_ term. The regular

seconded a motion to amend the consensus of Council for Item

Councilmembers Galloway and Derez were appointed to a

A. Mrs. Connie Lawrason, 129 Ambermeadow, reported unsightly
dumping had occurred at +.hp --rner of Moorpark Road and Tierra
Rejada Road.
B. Mr. Chuck Watson, 2080 Winifred Street, Simi Valley, informed

northwest and southwest corners of the intersection of Tierra
Rejada Road and Peach - lill Road. Staff recommended Council
authorize the execution )f 1 rPrtificate of Acceptance for the
Easement Deed.
B. Acceptance of Easement Deeds for meanderinq sidewalks along Los
Angeles Avenue and Moorpark Avenue for PD -1010 (Palmer); the
project is located at the southeast corner of the Los Angeles
Avenue /Moorpark Avenue ntersect on. Staff recommended Council

Harper commented that ' seemed as if some of the problem with
the street curves of thy, project related to the smallness of the
lot size. The project eemed t_ make use of the maximum number
of lots, yet provided io park ng. Councilmember Brown felt
there was a need to ire, -ease th- safety factor, since a lot of
curves in the streets w -h parked cars along them would decrease
visibility. The follow q mniiri was heard.
