HARE City Treasurer As the Council directed that they wanted a brief summary of the basic philosophy and reason a citizen wished to serve on a City appointed committee, I contacted Mrs. Wozniak regarding the appointment to the CPP. She indicated the following and asked that I communicate it to the Council: Mrs. Wozniak said she believed in careful evaluation of choices and said she was for orderly planned growth. She said she had concerns with over population and believed that there needs to be an awareness of preserving greenbelts. I have been a resident of Moorpark nearly two years and am very interested in city government. I have attended several City Council meetings and found them to be interesting and worthwhile of my time and attention. I am an administrative assistant for Whittaker Electronic Systems in Simi Valley and have been nominated for employee of the month for last month and am again a candidate for the honor this month. I feel that I would be a good candidate for the post because I have the time to devote to serving my community and I have proven in the past that I am a hard working, conscientious and responsible worker. Little Management Education Institute, Inc. and the Center for Environmental Assurance Professional Experience Mr. Kinworthy has 10 years experience directly involved in the environmental field. Prior to joining McLaren, he served in various environmental positions at Unocal on the Corporate and Oil and Gas Division staff levels. In his last position, Manager of Environmental Programs, he developed and managed the corporate environmental and health auditing program, emergency response program and the environmental communication and training program. During 1988 -1989, Mr. Kinworthy served as an Advisor to the United Nations Environmental Program on environmental auditing and assisted in developing their environmental auditing guidelines. He is a former Chairman of the American Petroleum Institute's Spill Response and Effects Committee and has been active in the International Petroleum Industry Environmental Conservation Association. Mr. Kinworthy has worked with local, state and federal agencies all over the world in the development of regulations and in the permitting of facilities. He has experience working in 40 states and 14 countries. Unocal Corporate Environmental Sciences Department 1984 -89 • Supervising manager for the company's environmental and health compliance assurance program and environmental communications and training program; developed in -depth audit programs; coordinated on- site compliance inspection teams; and conducted over 100 corporate audits. • Supervised and coordinated Unocal's oil and chemicals spill response programs; managed spill responses and cleanups; developed facility contingency plans; and audited facility and cooperative's spill response capabilities. • Served as Chairman of the American Petroleum Institute's Spill Response and Effects Committee. MICHAEL L. KINWORTHY • Served as an Advisor to the United Nations Environmental Program on environmental auditing; participated in the development of UNEP's guidelines to environmental auditing; and participated in UNEP workshops to promote environmental auditing. • Represented Unocal in various capacities with trade associations such as API, Western States Petroleum Association, International and Los Angeles Chamber of Commerce, IPIECA, Environmental Auditing Forum, Environmental Auditing Roundtable and Society of Petroleum Biologists. • Instructed Unocal personnel and individuals in the certificate program at the University of California, Irvine in the skills and techniques for environmental auditing. • Performed Environmental Impact Assessments /Statements for operations in Unocal which allowed for construction and operation to occur as planned and scheduled. Unocal Oil and Gas Division 1980 -84 • Coordinated the environmental program for the oil and gas operations in Southern California. • Directly responsible for new facility permitting and ensuring compliance with permit conditions and regulations. • Participated in drilling mud and cuttings research and negotiated regulations on mud and cuttings disposal. • Negotiated terms of variance /compliance schedules which enabled continued operations of facilities. Professional Association Environmental Auditing Roundtable Environmental Auditing Forum International Society of Petroleum Industry Biologist May 14 , 1990 Mr. Paul Lawrason 4291 Ambermeadow Moorpark, CA 93021 Dear Paul: I understand that the City of Moorpark is looking for a qaulified alternate to attend the Citizen's Transportation Advisory Committee {CTAC) and the Countywide Planning Program (CPP). I want to express my interest and concern that Moorpark be represented and ask the City Council to consider me for the alternate position. I was the Thousand Oaks representative to CTAC for three (3) years (from 1985 to 1988) and unfortunately when my husband and I moved to Moorpark had to resign that position. I understand the concerns facing the county and I am very anxious to have input. I am very interested in the CPP and I want to contribute to the committee as it assists local governments in the areas of transportation, air quality, land use and management, water and population forecasting. My previous participation on CTAC give me a little insight into the way the various committees work together and as an alternate I will be happy to participate as needed. We elected to move to Moorpark because of the rural atmosphere and small town warmth so abundant here. While I am a real estate agent, I do not want uncontrolled, unchecked expansion anywhere in Ventura County. I feel strongly that by considering the effects of growth on each issue (land, air quality, water, transportation and the quality of life so important to us) the CPP and CTAC committees will play an important if not critical role.
