SUBJECT: Consider Installation of Pay Phones at City Parks
BACKGROUND
This item was referred to staff from the City Council as the result of
a citizen's concern from the lack of a telephone at North Meadows
Park. A child was injured while playing at the park and emergency help
had to be summoned from a private residence across the street from the
park.
DISCUSSION
As directed by Council, staff met with Pacific Bell Account Executive,
Anne Bates, and toured our City parks to determine the feasibility of
installing pay telephones. The results of the tour, as outlined below,
resulted in defining three categories of installation:
I. Immediate at no cost to the City;
2. Installation at some cost to the City; and
3. Additional investigation to determine possibility of
installation.
SURVEY RESULTS
A. Parks at which pay phones can be imnipiiately installed at no costs
to the City:
I. Griffin Park — Install pay phone on College View Street
approximately 200 feet north of south property lines (see
attached map).

2. Campus Canyon Park - Install pay phones on Hearon Avenue at
intersection of Monroe Avenue (see attached map).
B. Parks at which pay phones can be installed with some cost to
City:
1. Colonia Park (future park) - Install pay phone on Colonia
Avenue approximately 50 feet south of Condor Avenue by street
light. Cost of installation to City would be the
installation of 45' of buried electrical conduit and wires as
shown on the attached map. Costs to the City estimated to be
$150.
2. Glenwood Park - Install pay phone on Harvester approximately
45' west of Elderberry Street. Costs of installation to City
would be installation of two electrical conduits and wires;
one approximately 90' and one approximately 71'. Costs to
City estimated to be approximately $600.
C. Parks under review by Pacific Bell to determine nearest phone dial
tone location are:
1. Campus Park;
2. North Meadows Park.
Upon installation of the pay phones in all locations, Pacific Bell will
provide the monthly line charge service to the City at no costs.
Additionally, any repair costs for the phones would be at Pacific
Bell's expense. It should be noted, 911 can be dialed from pay
telephones at no cost.
STAFF RECOMMENDATION: (Roll Call Vote)
1. Authorize staff to pr teed with pay telephones at Griffin Park and
Campus Canyon Park.
2. Authorize i tion of a pay telephone at Glenwood Park and
appropriate $606 from the Northwest Park Improvement Fund-,,

City has acquired the site and appropriate $150 from the Campus
Park Improvement Funds, Neighborhood Park portion, to cover
installation.

PUBLIC TELEPHONE SERVICE FOR THE USE OF YOUR RESIDENTS
AND VISITORS TO MOORPARK. PUBLIC TELEPHONES ARE A
SERVICE WHICH PLAY AN IMPORTANT ROLE IN THE LIVES OF
MANY; THEY PROVIDE A MEANS OF COMMUNICATION AND OFFER
PROTECTION IN CASE OF ACCIDENT OR EMERGENCY. PLACING
PUBLIC TELEPHONES IN YOUR PARKS WILL PROVIDE THIS
IMPORTANT SERVICE.
I HAVE INCLUDED SKETCHES OF EACH LOCATION THAT WE HAVE
SURVEYED FOR PUBLIC TELEPHONES. IN SEVERAL PARKS,
PACIFIC BELL WILL ABSORB THE ENTIRE COST OF THE
EQUIPMENT AND INSTALLATION. IN TWO PARKS, WE ASK THAT
THE CITY OF MOORPARK SHARE IN THE INSTALLATION. IN ALL
LOCATIONS, NO BILL WILL BE RENDERED FOR THE MONTHLY
LINE CHARGE — PACIFIC BELL WILL BE PROVIDING THE SERVICE
EACH MONTH AT NO COST TO YOU.
