Gilbert, Director of Public r s May 9, 1990 (Council Meeting 5- 16 -90) Truck Weigh Station on Route 118 West of the City This requests clarification and re- confirmation of Council direction on efforts to place a Truck Weigh Station on Los Angeles Avenue at the west end of (or west of) the City. DISCUSSION A. Background For some time now the City has express concern about over weight truck traffic using Route 118 through Moorpark. It is apparent that truck traffic uses the route through the City of Moorpark in order to avoid the Conejo Truck Scales on Route 101 in Newbury Park. Staff has been working with representatives of Caltrans and others in an effort to remedy of this situation. B. City's Proposal The solution recommended by the City is the construction of a new truck weigh station on Route 118 near the westerly City Limit. An alternative which. has been discussed, is the designation of a site (in that same general area) to allow for the placement of a "mobile" truck scale. The City's proposal included an offer to participate in the costs of land acquisition for this facility. C. Caltrans' Response Caltrans officials have been less than enthusiastic about the City's proposal. In discussions with staff, reference has been made to a study which assess the relative merits of candidate sites. The site suggested by the City is apparently not considered in that report. Instead, the location which seems to be generating the most interest from State Officials is a site on Route 101 north of the Highway 33 junction, along an area known as the Rincon. Such a facility would allow CHP officials to check north - south traffic at a point north of the intersection with Routes 33, 126 and 118. It is the view of State officials that locating the facility at this point would be more cost effective than citing and manning weigh stations at several locations. RECOMMENDATION Direct staff as deemed appropriate.
