SUBJECT: Southern California Water Committee
The Water Committee gathers and provides information about
California water issues. Information is provided about
quality, supply and conservation. The information is
disseminated through workshops, speaker bureaus and written
materials.
The goal of the Water Committee is to seek an adequate,
reliable, high quality water supply for the benefit of all
current and future generations. Specific details about
structure and activities are attached for your information.
Membership is $750 per year.
Staff Recommendation
It is recommended that the City Council direct staff as
deemed appropriate.

- SCWC and University of California Extension co-sponsored a San Bernardino
Xeriscape Workshop hosted by Supervisor Larry Walker with Speaker State
Senator Ruben Ayala.
- The Committee helped kick -off the second Statewide Water Awareness Week May
1 -7, with a pre -game program at Angels' Stadium. The theme: "Water is Life ".
- The SCWC and Northern California's Committee for Water Policy Consensus
formed a historic cooperative working group named the State Water Conservation
Coalition with a goal to maximize water efficiency throughout the state.
- Speaker of the California Assembly Willie Brown, Jr. keynoted the SCWC's second
annual Membership Development luncheon in June.
- Updates and briefings on the status of the SWRCB hearings continued through
1989 and into 1990 as the SCWC strategized its representation for Southern
California water interests at the hearings.
- The Water Committee's fifth Annual Meeting was highlighted by a presentation by
Joe D. Hall, Deputy Commissioner of the Bureau of Reclamation.

Briefings have updated San Bernardino, Orange, Los Angeles and Ventura County
business and civic leaders on the urgency of their involvement in the SWRCB
hearings, and rallied their support for an informed and united Southern California
voice.
The SCWC has plans in the works for a May 4 seminar with state water and
political leaders discussing north -south consensus. Informational forums in
Riverside, Los Angeles and Kem Counties are scheduled for the spring, the
speakers bureau presentations will be expanded throughout the eight counties, and
a series of gubernatorial candidate discussions on water begins in March.

The summer of 1989 was an exceptionally busy one for the
Southern California Water Committee. Our involvement with the
State Water Conservation Coalition, our plans for the Bay /Delta
hearings, and our work to continue the effective operation of the
County Plan of Action have kept the Committee active, visible and
moving ahead.
I would like to present a quick overview of recent SCWC activities
and to thank you for your support and interest. None of these
projects would be possible without you. You are the reason the
Water Committee is the voice of Southern California water
interests.
As we move into our sixth year, I ask for your continued
participation and assistance in bringing other businesses, cities,
chambers of commerce, water agencies and individuals into the
membership of the Water Committee. Your commitment to finding
one new member will double our support base for the vital and
ambitious plans we have for 1989 -90. 7�
- SCWC was represented at recent hearings in Sacramento: Senator
Bradley's State Senate Committee on Natural Resources and Senator
McCorquodaleps hearings on Sacramento /San Joaquin Delta issues.
- SCWC will also be represented in the SWRCB Public Trust Work Group
and Conference on Ground Water sponsored by University of California
Water Resources Center, DWR and SWRCB in San Diego on September 25 -26.
- Annual Meeting plans are underway. With the help of Trustee Gil De
La Rosa, Chairman Flynn has invited the U. S. Secretary of the
Interior, Manuel Lujan, to be our guest speaker. Date and location of
the meeting are being coordinated.
- SCWC members will convene October 4 in Los Angeles to develop
strategy and plans for participation in SWRCB Bay /Delta hearings
Phase II.
