HARE City Treasurer Works SUBJECT: Consider the Establishment of Certain Parking Regulations for the City Hall and Community Center Parking Lots OVERVIEW This presents for consideration a Resolution: 1) repealing certain existing parking restrictions for the City Hall and Community Center parking lots; and, 2) establishing a No Parking zone for certain portions of the access lanes serving those parking lots. DISCUSSION A. Background In 1988 the City Council discussed parking problems at the Civic Center parking lots. The City Council then adopted, as a "temporary" measure, a Two -Hour parking restriction at certain designated locations. Copies of that action is attached as (Exhibits "1" & 11211). B. Repeal Two -Hour Limit Recent experience would indicate that a Two -Hour parking restriction is not required. No Parking Zone The parking of vehicles in the parking lot access lanes has been the cause of traffic congestion. It is, therefore, recommended that No Parking Zones be established along portions of those access lanes. The proposed areas to be posted are shown on the map made a part of the attached draft resolution (Exhibit 11311). D. Authority for Action Section 22519 of the California Vehicle Code provides for the application of any CVC parking regulation to any publicly owned parking facility. REC NDATION Adopt the attached resolution (Exhibit 11311).
