HARE City Treasurer SUBJECT: CONSIDER WAIVING FEES FOR USE OF COMMUNITY CENTER FOR COUNTY LIBRARY SERVICES' READING PROGRAM FOR ADULTS BACKGROUND The City Council awarded $8,000 in Community Development Block Grant (CDBG) funds for FY90 -91 to the Ventura County Library Services' Agency's Reading Program for Adults to initiate an adult literacy program in the City of Moorpark. Patricia Flanigan, Coordinator of the Library Services' Reading Program, has requested use of the Community Center A Room for the purpose of holding a training class for tutors for the Moorpark program and asked that the fee for use of the facility be waived. The training class is proposed for Saturday, July 14, 1990 from 7:30 a.m. - 3:00 p.m. As there is staff assigned to work this date, filling this request would s>nly require bringing one person on 1/2 hour earlier than normal. RECOMMENDATION Waive the fees for use of the Community Center A Room for the tutor training class to be held Saturday, July 14, 1990. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 01J READING PROGRAM FOR ADULTS county Library Services Agency June 6, 1990 Moorpark City Council 799 Moorpark Avenue Moorpark, CA 93021 Dear Members of the Moorpark City Council: As Coordinator of the Ventura County Library Services' Agency's Reading Program for Adults, I am delighted that you are making it possible to initiate an adult literacy program in the City of Moorpark by awarding us $8,000 in Community Development Block Grant funds. I have finalized plans to use the Community High School as the location for tutoring, and the school district superintendent has approved waiving the fee ordinarily charged for use by non- profit organizations. Tutoring will get underway in late July after a June student /tutor recruitment campaign. I would like to hold the training classes for Moorpark tutors in the City of Moorpark rather than in the Simi Valley Library because I think it will help tutors to think of their involvement as a Moorpark community project rather than simply a County program. Since the Moorpark Library is too small for a tutor training class, I would like to request use of Room A in the Moorpark Community Center for Saturday, July 14. Since no funds for renting the facility for a training class were included in my grant proposal, I am requesting that the fee be waived at the Community Center. Thank you for considering my fee waiver request. The success of the Reading Program for Adults depends upon collaboration with communities throughout the County. The school districts in Ventura and Oxnard, for example, pay the salaries of the teachers supervising the tutoring sites in those cities as well as providing free facilities. The Sheriff's Department pays the salaries of our teachers at the Main Jail and the Ojai Honor Farm. By awarding CDBG funds to pay the teacher's salary for this year in Moorpark, you are certainly demonstrating your interest in having an adult literacy program in your own city. I've already hired Gayle Reddington, a Moorpark resident who teaches adult education classes at Chaparral Middle School, to supervise tutoring at the Community 1-ligh School two nights a week. By the way, I asked about holding the training class at the Community High School and was told it was not recommended that a class be held there on a Saturday when there would be no employee on hand for security.
