SUBJECT: WESTLAND COMPANY AFFORDABLE AND MARKET -RATE HOUSING
PROJECT - CONTRACT ADMINISTRATION FEE
Discussion
The City's standard fee for administering contracts is 20 percent.
Staff is recommending that the Westland Company only be required
to make a $5,000 deposit at this time to cover contract
administration costs for the Agreements with the Planning
Corporation of Santa Barbara for case planning and EIR preparation.
The Westland Company recently deposited $105,582.75 with the City
to cover the cost of Agreements with the Planning Corporation of
Santa Barbara. A 20 percent deposit is not considered necessary
due to the combined total cost of these Agreements. We have
already received a deposit to cover general plan amendment and zone
change application fees for the project. We will also be receiving
deposits for three planned development permits and one or more
tentative tract maps to cover staff's processing costs for Westland
Company's entitlement requests. If at any time staff has expended
80 percent of the contract administration deposit, additional funds
will be requested from Westland Company.
Inasmuch as this is an affordable housing project, there should be
some consideration towards being flexible. Of note is the fact
that planning fees are currently tinder review.
Recommendation
Concur that only a 10% deposit is required at this time for
contract administration for the Westland Company's Affordable and
Market -Rate Housing Project.
