Community Development Block Grant (CDBG) Sub -
recipient Contract
In 1989, the City appropriated funds for three public
services; Senior Nutrition, Senior Lifeline, and
Vocational Training. Because the Senior Nutrition program
was the continuation of an existing service, staff moved
quickly to obtain environmental clearance for the project,
as required by HUD. The City received an authorization to
obligate funds from the County of Ventura July 17, 1989.
The other projects were put on hold until the sub -
recipient agreement was developed by staff and approved by
the City Attorney.
Overview of CDBG Sub-Recipient Agreement
Staff chose the Senior Nutrition agreement for this report
because this program has been functioning since July,
1989, without a signed contract. This makes the Senior
Nutrition program a top priority, and with the Council's
approval, could be executed in the near future.
Attachment "A" is the draft agreement for the Senior
Nutrition program. The City Attorney and the County of
Ventura have reviewed and accepted this document for the
purposes of extending federal regulations which apply to
the City, to the various sub - recipients the City has
designated for CDBG services.

The agreement is a blending of County legal assurances
with the City, and a current City service agreement. Each
applicable federal regulation has been incorporated into
the document, and it clearly states that the sub - recipient
accepts the same responsibilities to the City that the
City has accepted to the County and federal government.
The contract specifically address labor standards, ( "Davis
Bacon" requirements) , the Civil Rights Act and accounting
and reporting requirements which match each of the City's
responsibilities to the County for the use of CDBG funds.
This agreement could serve as a model, allowing the City
to move quickly towards implementation of other local CDBG
services. These services include; Vocational Training,
Senior Lifeline, Legal Services, Literacy, and Cabrillo
Economic Development Corporation land search for
affordable housing.
The Joint Powers agreement between the County of Ventura
and the City is in draft form and is currently being
revised at the County. The qualifying programs for this
agreement will include; Casa Pacifica, Homeless Ombudsman,
Food Share, and Networking for Housing. The County
projects adoption of agreements for these services in
September, 1990.
Recommendation
That the City Council;
1) Approve the Sub - recipient Contract for CDBG
services with the County of Ventura Public Social
Services Agency for Senior Nutrition Services for
the term of July 17, 1989 to June 30, 1990;
2) Authorize the Mayor to execute this agreement
between the County of Ventura and the City for
1989/90 Senior Nutrition services;
3) Approve the use of the referenced agreement as a
model for use with other CDBG sub - recipients.
