HARE City Treasurer TO: FROM: DATE: SUBJECT: BACKGROUND M E M O R A N D U M Honorable City Council Richard Hare, Deputy City Man g July 3, 1990 Appropriation Limit Resolution Government Code Section 7910 requires each governmental entity to establish its annual appropriation limit by resolution. The attached resolution complies with the referenced section of the government code and Article XIII B of the State Constitution. On June 7, 1988, the voters approved Measure C which increased the City's appropriation limit for the four year period of 1986/87 through 1989/90. On June 27, 1990, the Council authorized the use of $89,380 of projected excess proceeds of taxes from fiscal year 1990/1991 to reduce the 1990/91 assessments from the Parks Maintenance Assessment District. The balance of any proceeds of taxes collected in excess of the 1990/91 fiscal year's appropriation limit of $2,940,678 will not be appropriated at this time. These funds will remain reserved in fund 51 until a further determination can be made concerning the appropriate uses allowed per the State Constitution, proposition 111 and Senate Bill 88 which implements proposition 111.
