Gilbert, Director of Public Works DATE: July 5, 1990 (Council Meeting 7- 11 -90) SUBJECT: Update on Route 118 Freeway Extension Alignment Study OVERVIEW This is another update on efforts to determine the future alignment of the westerly extension of the Route 118 Freeway. DISCUSSION A. Background At your meeting of June 20, 1990, the City Council received an update on the progress of efforts underway to determine the future alignment of the Route 118 Freeway extension. Additional information was to be provided to the City Council when it became available. B. Meeting On June 26, a meeting was held with the Caltrans officials working on this project. Representing the City of Moorpark was the City Engineer, the Director of Community Development and the Public Works Director, C. Re -Cap of Status Caltrans officials were again advised that the digital aerial mapping being prepared by the City's consultant is expected to be completed within three months. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 Route 118 Extension July 11, 1990 Page 2 D. Caltrans Design Caltrans officials again confirmed that they were prepared to proceed with a the design of the project subsequent to the receipt of the digital mapping. They explained that it was their intent to prepare a complete design which would identify all of the cut and fill slopes, the grade separations, the interchanges, etc. Upon completion of such a design the right -of -way lines of the project could be located exactly. With any lesser effort the right -of -way lines could not be located. Based on this level of effort the design project was expected to take approximately one year to complete. They anticipated that work would begin in January 1991. E. Clarification of the Nature of the Project Caltrans officials indicated that such a design project is what they call a Tier 2 effort. They stated that such a complete design is normally preceded by a Tier 1 effort consisting of the identification of alternate routes and the preparation of an Environmental Impact Statement (EIS) for the selected route alternate. F. Environmental Clearance 1. It was mentioned that the approved alignment for this portion of the Route 118 extension was determined over twenty years ago. At that time the environmental review process was far less thorough than it is today and that any such findings made then would no longer be valid. The project would, therefore, require a new environmental clearance (or EIS). 2. It was pointed out that the completion of an EIS was a prerequisite to any expenditures of State or Federal money on the project. 3. It was explained that the City was in the final stages of a General Plan update which would include the adoption of a new Circulation Element. It was also explained that these documents make preliminary reference to a proposed extension of Route 118. Route 118 Extension July 11, 1990 Page 3 4. According to Caltrans officials, the process surrounding the required preparation of an EIR /EIS by Caltrans would be made much simpler if these documents made reference to a City "preferred alignment" as described in our future General Plan Circulation Element. 5. It was recognized that the environmental review process would require the involvement of the County of Ventura. G. Next Steps 1. Caltrans stated that they would like to receive notice of the action taken by the City with regard to the "preferred alignment" mentioned above. 2. Caltrans stated that they would like to meet again in the next few months to discuss such design elements as future street alignment, grade separations, interchange locations, etc. 3. Caltrans stated that it was their intent to commence the project design in January. 4. In the near future, preliminary contact should be made with County other officials regarding the required environmental review of the proposed project. RECOMMENDATION Receive and File.
