SUBJECT: Consider Request for Contribution to Southern
California Association of Governments (SLAG)
The Ventura County Transportation Commission (VCTC)
transmitted a request from the Southern California
Association of Governments (SCAG) asking each of the cities
to contribute one-half of one percent (.5%) of their Local
Transportation Fund (LTF). SCAG uses these funds for
planning activities that assist Ventura County. Attached is
a copy of SCAG's May 27, 1990 letter to VCTC which was
transmitted to Moorpark on June 22, 1990.
In the past, the City has not contributed to SCAG and, with
the establishment of VCTC and our contribution of LTF Funds
to support that entity, I do not recommend contributing to
SCAG's planning activities.
STAFF RECOMMENDATION
Decline requested contribution to SCAG.

ble are seeking your assistance in obtaining Transportation
Development Act Article 8 transportation planning funds from
the apportionment areas in Ventura County to be included
in the SCAG Overall 4Iork Program. Attached is a description
of the SCAG Overall Work Program planning activities that
facilitate planning in Ventura County.
It would be helpful for you to request that each city and
the county submit to SCAG a commitment to contribute this
voluntary contribution for SCAG's planning. This
contribution amounts to one-half of one percent (.5%) of the
Local Transportation Funds (LTF) apportioned to the cities
and unincorporated county area. The amount totals S81,530
countywide for fiscal year 1990/91, based on the LTF
apportionm;nts approved by SCAG's Executive Committee in
March 1990.
SCAG is currently in the process of finalizing its Overall
Glork Program for fiscal year 1990/91 and we would like to
program these funds.
The establishment of the Ventura County Transportation
Commission will create a more effective planning process in
your county, and SCAG looks forward to working with you in
your efforts.

SCAG Planning Activities that Assist
Ventura County
1. SCAG develops and maintains a data base for each County. The data base
includes population, housing, employment, income, workers, vehicles, travel
data estimates and projections by census tracts, transportation analysis
zone, subregions and city. This data is used by the planning departments
of local governments, by utilities, the State and Federal agencies.
2. SCAG has prepared, with Ventura County input, regional mobility and growth
management plans. These plans contain strategies that Ventura local
governments, the County Transportation Commission and other agencies use in
developing local plans consistent with both regional policies and local
objectives. SCAG provides on -going technical assistance to local
governments on how to implement the policies.
3. SCAG prepared for the City of Thousand Oaks a prototype transportation
model for local governments to use in assessing the impact of proposed
projects. This model is consistent with the regional transportation model,
is used on a personal computer, and is "user friendly".
e. SCAG prepared and maintains a housing needs assessment which must be used
by local governments in preparing housing elements for the General Plan
updates.
5. SCAG is working with the local governments in the Port Hueneme area to
implement the Port of Hueneme Access Study. This effort is providing
current data on the three highway major access corridors to the Port and
will be used by the local jurisdictions and the County Transportation
Commission in planning and advocating transportation improvements to
improve Port access.
6. Each year SCAG prepares, in conjunction with County Transportation
Commissions, a Regional Transportation Improvement Program which includes
local transportation projects proposed for Federal and State funding over
the subsequent five years. SCAG evaluates the projects for consistency to
regional policies and submits the program to the State for inclusion in the
State Transportation Improvement Program. Local transportation projects
must be included in the Regional TIP in order to qualify for Federal and
State funding.
7. Under State law, SCAG is responsible for convening local interests and
agencies to review proposals for High Occupancy Lanes on freeways.
Comments and recommendations are provided by SCAG to the State as a result
of this process.
8. SCAG is designated by the State as the Intergovernmental Plan and Project
Review Clearinghouse 'Local applicants for Federal and State grants must
submit their proposals to SCAG for review relative to regional plan
consistency and compatibility. SCAG submits its reports and findings to
the State Office of Planning and Research. In addition, SCAG reviews
projects voluntarily submitted to the clearinghouse and assists grant
applications in preparing funding proposals.
9. As part of SCAG's regional commuter rail planning programming, working with
Ventura County governments, helped to establish secure funding and is
assisting in the implementation of intercity and commuter rail between
Santa Barbara and Los Angeles. SCAG is continuing to work with local
governments in examining the potential for railroad right-of-way use for
transportation purposes, helping to determine additional candidate routes
and developing funding mechanisms for the regional commuter rail network.
10. Once a year, SCAG is required to provide a report to the Federal Highway
Administration on the condition of the region's road system. The data is
submitted by the local governments, and then collated, synthesized and
summarized by SCAG into a comprehensive report. The report is used by the
Federal government in developing plans and budgets for future highway
financing.
11. SCAG will be developing analytical tools including transportation models
for counties and local agencies to use in meeting requirements under the
State's Transportation Congestion Management program.
