SUBJECT: GENERAL PLAN UPDATE /SPHERE OF INFLUENCE EXPANSION -
ALTERNATIVES TO BE ANALYZED IN DRAFT EIR
Staff has compiled a list of the alternatives to be analyzed in the
environmental impact report (EIR) for the General Plan Update and
Sphere of Influence expansion study, based on the direction given
by the City Council at the July 9 workshop.
There are a few remaining issues yet to be resolved regarding the
General Plan Update alternatives. These issues are identified on
the attachment.
Recommendation
Direct staff as deemed appropriate.

GENERAL PLAN UPDATE
ALTERNATIVES TO BE ANALYZED IN DRAFT EIR
City Incorporated Area
"The Project" - Existing General Plan, the current Carlsberg
Specific Plan project, and the ten General Plan Update applicant
requests as originally submitted.
Does not reflect Westland Company's current proposal.
Although no decision was made as to where specific plan
designations are to be used, it is assumed that the final
land use plan will include specific plan designations for
certain areas.
Alternative 1 - No Project.
Alternative 2 - Existing General Plan, the Carlsberg Specific Plan
as currently proposed, and each General Plan Update applicant
request at one land use designation lower than requested.
Alternative 3 - To include all of Alternative 2's components, the
Westland Company's property as currently proposed, the Estes Trust
property as Rural Low, and the commercial area south of Los Angeles
Avenue between Moorpark Avenue and Maureen Lane to be reduced by
approximately 40 percent.
Although not discussed at the July 9 workshop, staff
would request that some consideration be made towards
land use changes south of Los Angeles Avenue and west of
Nogales Avenue from Medium Industrial (M -2) to a Light
Industrial (M -1) designation.
Sphere of Influence Expansion Area
"The Project" - PBR's Alternative 1 with change to school sites to
reflect 20 acre minimum size. Correct eastern boundary for
proposed Specific Plan No. 4 and correct land use summary to be
consistent with new boundary (current boundary extends into Simi
Valley's Sphere of Influence). Also, the precise boundary of Happy
Camp Regional Park should be showy,..
Alternative 1 - No Project
Alternative 2 - An alternative which would not result in ADT
exceeding that produced by one dwelling unit per acre for entire
study area (i.e., 131,000 ADT). Uses other than residential would
be permitted as long as maximum ADT of 131,000 was not exceeded.
Alternative 3 - Original Sphere Area Alternative 2 as proposed by
PBR.
Not Discussed at the 7 -9 -90 Workshop
Consideration for any land use changes south of Los Angeles
Avenue west of Nogales Avenue currently Medium Industrial (M-
2) zoning to a Light Industrial (M -1) designation.
