GILLESPIE Chief of Police RICHARD T. HARE City Treasurer M E M O R A N D U M The Honorable City Council Steven Rueny, City Manager July 6, 1990 Consider Proposed Use of North Meadows Park by Moorpark Little League Mayor Perez and I recently met with representatives of the Board of Directors of Moorpark Little League concerning their need to increase the number of playing fields to accommodate increasing participation and potential loss of space at Chaparral Middle School. The League currently plays all games at Chaparral and the Casey Road school site. All games for ages 12 and under are played at Chaparral. They reported a long -term good relationship with the School District, but due to an increasing number of classrooms, realize the potential for losing playing fields at Chaparral. In discussing alternatives and the potential role of the City, we discussed the possibility of using North Meadows Park and Mountain Meadows Elementary School on an interim basis to supplement their primary fields at Chaparral. Use of these two sites will take the cooperation of the League, School District and City. In addition, potential impacts on adjacent residential areas and related concerns must be considered. Improvements to the backstop and fields, temporary backstops for use by the T -ball program and parking constraints, among other items, would need to be evaluated. Representatives of the Little "League will be present at the July 11, 1990 Council meeting to discuss this proposal. It is recommended that after their presentation, the Council direct that the Park and Recreation Commission consider the League's request at their scheduled July 23, 1990 meeting and provide comment and recommendations to the Council prior to 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 The Honorable City Council July 6, 1990 Page 2 August 1, 1990; the Council consider this matter on August 1, 1990; direct staff to notice area residents and homeowner associations of the August 1 hearing and to meet with MUSD officials as needed concerning the proposal; and direct the appropriate Council Committee to meet with the League representatives as needed.
