SUBJECT: Consider Contribution To Ventura County Art Alliance
Request
The Ventura County Art Alliance is requesting a $2,500 donation to
assist with an in-depth update of the County Arts Plan. The Arts
Plan includes a prioritized listing of needs, objectives and
methodology for identifying current cultural needs and allowing art
agencies and organizations as well as County and City governments
to plan for the for the most effective use of limited funds to
promote cultural development in Ventura County.
The County Arts Alliance (CAA) a countywide cultural service
program of the Ventura County Community Foundation, was
established by the County Board of Supervisors to promote cultural
development in Ventura County by advocating on behalf of
mainstream, rural and multicultural arts activities, organizations
and artists; by providing assistance to the arts community in the
form of leadership training and grants to worthy cultural
institution; by encouraging increased private and public funding for
the arts; and by promoting access to all by all segements of the
community.

In 1984 the County Arts Advisory Commission, along with the Arts
Techinical Committee (City Representatives) completed the County
of Ventura Arts Plan.
The Arts Plan was the result of a three-year planning process and
includes a prioritized listing of needs, objectives, methodology for
attainment of objectives, timeframe, provisions for evaluating and a
description of methodology for the ongoing oupdate of the Arts Plan.
This plan was approved by the County Board of Supervisors in March
1984.
Because of the difficulties involved in the implementation of the
plain and problems with the County Arts Commission, the State Arts
Council threatened to terminate State arts funding to Ventura
County.
Following several meetings with the California Arts Council, the
County Arts Commission and County Officials, a group of local arts
managers approached the newely formed Ventura County Community
Foundation to create a countywide cultural service program that
would take over the State/Local partnership Program in Ventura
County and insure that the the County would not lose State arts
funding. Early in 1988 the County Board of Supervisors designated
the Ventura County Community Foundation as the new "local partner"
in Ventura County.
The Community Foundation received funding from the State Arts
Council to form the "County Arts Alliance" program in the fall of
1988. As the 1984 Arts Plan had not been updated, the Alliance
coordinated a brief survey of cultural needs in Janunary 1989. The
Alliance used the survey results in setting priorities for its
regranting program. An in-depth update of the Arts Plan was planned
for FY 1989-90.
Four main areas of need were identified in the 1984 Plan. These
areas included Facilities Development, Resource Development, Arts
Education (schools and community) and Networking.
The Alliance proposes to undertake an in-depth update of the 1984
Arts Plan, including the following:
1. A review of the four main areas of need, identified above, and
an updated comprehensive listing of needs relative to the arts in the
County.
2. Comprehensive list of objectives for meeting identified needs.
3. A plan of action for attaining of objectives, including
identification of key arts agencies in the County which should be
involved.
4. Time frame for action plan.
5. Provisions for monitoring and evaluating the objectives.
6. Provisions for reviewing and updating the Plan regularly.
The County Arts Alliance will develop a Request for Proposal and
contract with a private consultant to conduct research and to
produce a written document. The Alliance will form an ad-hoc
committee with County and Cities representatives to monitor the
RFP process and advise in the selection of the consulting firm.
County Arts Alliance staff will work with the consultant throughout
the process. Information will be gathered through a series of private
interviews as well as public meetings. Fundung for this project is
being requested from ten Ventura County Cities , as well as from the
County of Ventura.

Funding Request
Funding is being requested from all ten cities and the County on the
following basis:
Cities with a population of 50,000 and above: $5,000
Cities with a population of 25,000 - 50,000: $2,500
Cities with a population of25,000 of less: $1 ,000
County of Ventura: $10,000
Last year, 16 organizations representing almost every city in the
county received funding of $22,500 from the Alliance. Through the
Arts Plan, the Alliance and other funding sources will be able to
identify the needs of arts organizations in our city and provide
additional direct support in the form of grants and management
assistance.
Additionally, staff was informed by Mrs. Mary Alice Orcutt
Henderson, County Arts Alliance Board of Directors member, the
1984 Arts Plan update is scheduled to be completed by December
31 ,1990. If 100% of the funding requested is not received the scope
of the update project will be reduced proportionally to the funds
received. If the Council decides to assist on funding this request an
appropriation would be needed.
