On June 26, 1990, staff toureci the City Parks with Joanne
Rennie, Senior Risk Manager, and David E. Jones, Risk
Manager, of Southern California Joint Powers Insurance
Authority (JPIA) . The JPIA representatives reviewed the
boulders at North Meadows Park and indicated, in their
opinion, the boulders were not. t-he ideal thing to have in the
playground and if in our opinion we felt they should be
removed from the playground, we could do so. The JP IA
representatives did not make � specific recommendation on
this matter.
The Parks and Recreation Commission reviewed this item at
their July 23 meeting and concurred by majority vote with
staff that the boulders are an at:tracti_ve nuisance and pose a
potential risk to children in th(,ir present location.

The Parks and Recreation Commission by majority vote 4 -1
(Commissioner Torres opposed) recommends to the City Council
the boulders be removed from the children's play area at
North Meadows Park.
1. The City Council concur with the Parks and Recreation
Commission and direct staff to remove the boulders from
the North Meadows Park playground.
2. The boulders be relocated to a landscaped area such as
an island median or other landscaped area as selected by
staff. The cost for relocation is anticipated to be
covered by existing maintenance and operations funding.

Overall, on the walk through inspections of the parks with the
city parks staff, we found the parks to be well maintained and in
good repair. As we inspected each park we discussed areas of
improvement with the parks staff and suggested alternatives to
address them. These included possible improvements in mainte-
nance schedules, design improvements, etc. Following the
completion of the inspections we discussed these same issues with
you and presented our observations and recommendations.
Again, thank you for inviting us to your city and for the
assistance of yourself and the city staff. Everyone involved was
very cooperative and receptive to su- gestions.
If we can be of any further assistance to you and your city,
please give us a call.
