HARE City Treasurer Community n SUBJECT: Consider Installing Electronic Security System at Community and Senior Centers Staff is recommending the i.nst_allation of an electronic security system for the Senior Center and Conference Room and window bars and dead bolt 1<ck for the Maintenance & Operations Supervisors' offic<�. The basis for this recommendation is two -fold. E?irst, approximately three months ago (May, 1990) , the Senior Center was broken into; Secondly, with recent purchase f a television and VCR for the conference room and anticiF,,itecl purchase of a computer system and printer for the 14airtenance and Operations Supervisors' office (approximat, cost :;"5,500), preventative measures should be taken to prot:c- t the +'ity's investment. Staff contacted Dial. Security, ;amaril_Lo, CA, and met with Mr. Howard Kahn, security cons.iltant, for the purpose of soliciting a proposal to install i :3(�cur i_ty system. Mr. Kahn reviewed the Community Center and Senior Center building and is recommendinc tree installation of an electronic security system as fc >Iiow3: A. One (1) master central control. unit (PC3000) which would be installed in the lla.nt.enance & Operations Supervisors' office. B. Two (2) digital sub- contrc.L key pads. One located in the Senior Center for controlling the Senior Center and one located in the Conferen E, Room C. The system would operate as fo:.l.ows: The master control to operate both the Senior Center and the Community Center would be under the control of the City. As previously mentioned, the master control unit will be placed in the Maintenance & Operations Supervisors' office. Two sub - systems would be set up under the master control system; one for the Senior Center and one for the Community Center. Each sub - system will have separate key control numbers ind operate independently of each other. The Senior Center system would be controlled by the Seniors, and the Community Cr=�nter_ controlled by the City. The system equipment would be ir.talled as follows: A. Master Control Unit - Maintenance & Operations Supervisors office B. Digital key pads: 1. Senior Center - inside by front door 2. Conference Room. C. Door sensors - all Senior Center exterior doors, Conference Room door and sliding glass door. D. Motion detectors (3): 1. Senior Center kitchen 2. Senior Center multipurpose room 3. Conference Room Cost of System: Installation Lease Service $58 /mo. x 1� $ 830 $ 638 Total Cost - installation and 11 -month lease is $1,468 Cost for installation of security bars for 2 windows and a door dead bolt lock for the Maintenance & Operations Supervisors' office will be approximately $250.00, which will be funded from the Community Center_ Maintenance & Operations budget. Funds to cover installation of the proposed security system is recommended to be taken from the Senior Citizen Additions construction fund balance, whicli is approximately $5,775.17. As the Community Center building is City property and the security system will be a deterrent to prevent acts of The Honorable City Council Page 3 7/27/90 vandalism within the structure, staff is recommending the City pay full cost of the system Lnstallation and the monthly lease for both the Community and Senior Center systems. Additionally, staff discussed installation of the proposed security system with Senior Citizens Club President, Mrs. Sessler, and she approved and �velcomed installation of the system. STAFF RECOMMENDATION: 1. Approve installation of j security system for the Community and Senior Center 2. Approve funds in the amount: of $838 from the General Fund for installation of tare Conference Room security system and eleven (11) months lease payments, and approve funds in the amouns of $630 from the Community Park Improvement Fund to cover installation of the Senior Citizen security sys'«>m. 3.
