Consider a Proposal from CalTrans to approve the delegation of authority to the local agency for the issuance of certain types of encroachment permits on state highways. Staff Recommendation: Decline CalTrans proposal. (Continued item ll.F. of `,;2%90) F. Consider Red Cross _ Disaster__ Supplies. Staff Recommendation: Authorize funds. H. Consider a report regarding the creation of an overlay zone to regulate signs in the downtown area of the Citv. Staff Recommendation: Approve the recommendation of the Community Development Committee tc create a sign overlay zone. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing item. Speakers who wish to address the Council concerning a Public Hearing item must do so during the Public Hearing for that item. Speaker Cards must be received by the City Clerk prior to the Public comment portion of the meeting. Speakers will be heard in the order that their Speaker Cards are received.
