MEMORANDUM

SUBJECT: Consider Proposed Supplemental Law Enforcement
Services
The adopted 1990/91 Budget includes $82, 500 of Gann funds for
additional law enforcement services. The precise use of the
funds was not determined. You have received a report from
Lieutenant Rodriguez describing potential alternatives for
deploying additional law enforcement personnel. City staff
is currently compiling information on counseling programs for
youth. Information on this type of service will be provided
to the Council in the near future.
As discussed during the recent budget deliberations, it is
important to have an adequate General Fund reserve and to be
able to set aside a portion of the annual General Fund
revenue for capital projects. With this in mind, the City
Council concurred with staff 's recommendation to complete a
5-10 year revenue and expenditure projection.
I recommend that the Council defer a decision on this matter
to allow staff to complete this study. This report should
be completed within three months.
The adopted 1990/91 Budget included $242, 098 of Gann funds
for law enforcement services. Excluding the subject
additional services, $159, 598 of Gann funds are being used
for law enforcement services including the second detective
position added in 1990/91. I am uncertain of the City's
ability to replace the Gann funds with General funds in
subsequent years, while at the same time meeting needs for
increased levels of service in all areas of City operations.
Another potential uncertainty has also occurred with the

adoption of the State Budget. It appears that the County
will be imposing a booking fee on suspects arrested by the
City of Moorpark. The Board of Supervisors is scheduled to
consider this in September. The Sheriff 's Office and County
Staff are currently analyzing the actual cost of providing
the service. Preliminary estimates are that the fee will be
between $100 and $150. This will mean an estimated annual
cost of at least $100, 000 to Moorpark. This is equivalent
to about 1-1/2 deputies exclusive of vehicle related costs.
Staff Recommendation
Defer consideration of this matter until completion of the
5-10 year revenue and expenditure projections and the
County's decision on the booking fee.
