SUBJECT: ADOPTION OF STREET SECTION FOR PEACH HILL ROAD
(EAST OF SPRING ROAD)

At its February 7, 1990 meeting, the Council approved an interim street section
for Peach Hill Road (east of Spring Road) that consisted of 40 feet of pavement
on 53 feet of right -of -way and an additional 13.5 foot easement for street,
landscaping and meandering sidewalk on each side of the street. With approval
of RPD 89 -3 (Presbyterian Church), the Council approved a 40 foot street section
on 53 feet of right -of -way without a wider street or requiring a meandering
sidewalk.
Therefore, the previous Council action adopting the 13.5 foot easement can be
rescinded since this easement area will no longer be needed.
RECOMMENDED ACTION
That the City Council rescind its previous action of February 7, 1990 regarding
an interim street section for Peach Hill Road (east of Spring Road).

The 13.5 foot Irrevocable Offer- of Easement is required
the following reasons: for
1. If the Specific Plan Process recruires Peach Hill Road
to have a street width in excess of 40 feet, this
easement can be used for ditional street lanes.
2. Since Peach Hill Road i, Propcsed to be a collector
street, a meandering _ ;idewalk with accompanying
landscape will be regLired Similar to collector

Once the Specific Plan Process __s completed and the ultimate
street width (as well as any required easements for
meandering sidewalks and land,zc<jping are determined, any
easements not required can then be re-ected by the City.
In conjunction with Trac;. Map 4069 (Carlsberg)
approximately 900 feet of Peac;, hill :':cad right -of -way east
of Spring Road has been dedicated to the City of Moorpark.
These existing dedications have beer. ;cased upon a street
section requiring 40 feet of pavement on a 53 foot
right -of -way (see Exhibit "A" - Road Standard Plate B -5A) .
In addition, approximately 300 ieet of the northern half of
Peach Hill Road has already been constructed (in conjunction
with the development of the existirg Catholic Church).
It should also be noted that there is not a 13.5 foot
landscape and sidewalk easemer;-, at the existing
Church. Therefore, Catholic
