HARE City Treasurer Analy _ Consider Establishment of a Fee For the Sale of Business Registration Permit List Staff has developed and completed a list of City businesses based on information received through the Business Registration program. The City has received several requests for a list of businesses, therefore, staff has researched the cost for the development and maintenance of the list, so that the City can recover this cost when providing the document to the public. Discussion With the help of the Summer Youth Employment participants, the City business registration list has recently been completed. The list currently contains information about 530 business which have secured permits since the initiation of the program; June 9, 1989. The City uses the list for informational and statistical purposes and assistance with City and County permit compliance efforts. The cost of the list is based on an assessment of the following variables; the labor involved in creating the data base, the cost of media format for providing the list to the public, and on the projected number of copies to be sold over the next three years. The list required 60 hours of data entry by the Summer Youth Employees, (charged at $5.00 /hr.) , and approximately 20 hours of staff supervision, 799 Moorpark Avenue Moorpark, California 93021 _ (805 ) 529 -6864 Business Registration List August 8, 1990 Page 2 (charged at $65.00 /hr) , and will require 5 - 6 hours of staff time per year for revisions and modification. These costs were divided by an estimated 150 copies projected to be sold over the next three years. The cost of providing one hard copy of the business list is approximately $15.00, and the cost for providing a list to the public on diskette is approximately $25.00. The information contained in the list will include: business name, business address, mailing address, business owner's name, business telephone number and business type. It is presumed by staff that if the City attempts to format each diskette according to the specific needs of each requesting party, that providing this type of service will be cumbersome for City staff, and more costly to general public in the long run. Staff also recommends that the diskettes provided to the public be made available on one type of software; Lotus 123. Recommendation That the City Council establish a fee for the list of City registered businesses to include the business name, business owner's name, business address, mailing address, business telephone number and business type for a cost of; 1) $15.00 on hard copy; 2) $25.00 for a diskette to be formatted on Lotus 123 software; 3 ) That the fees in "1) " and 112) " above be incorporated in the miscelaneous fees resolution; 4) That public requests which differ from the above recommended standard format for the business list, be charged at a per hour rate.
