Report on Adoption of State Budget and Impact
on City of Moorpark, Fiscal Year 1990/91
The city Council approved the Fiscal Year 1990/91 budget on
June 27, 1990. The authorization to proceed with the
purchase of some items was placed on hold until it could be
determined what the State would do to balance the State's
budget. The State's budget has been finalized and approved.
The State did not cut vehicle license fees. The State,
however, did cut the cigarette tax revenues by 8% and has
authorized counties to recoup costs for providing property
tax collection and law enforcement booking services. The
Sheriff's Department and County Assessors Office are
preparing a cost analysis and the Board of Supervisors will
be considering these items in September. The City's police
booked 895 persons in 1989. A preliminary estimate for
booking is $100 -$150 per person. This is estimated to
cost the city between $100,000 and $150,000. The City's
share of property tax collection has not been estimated.
Although these impacts are significant it is felt that the
City can proceed with its current budget for Fiscal Year
1990/91 monitoring the impacts quarterly. In the event
revenues are not adequate to offset the impacts of new
County expenses, budget appropriations will be presented to
the City Council.

RECOMMENDATION
Direct staff to proceed with the Fiscal Year 1990/91 budget
as approved June 27, 1990. Authorize the City Manager to
move forward with projects and purchases included in the
adopted 1990/91 budget.
