This unit is approximately eight years old. During the past
two years, the A/C units have been recharged and a leak in
the roof repaired. Other than those repairs, the structure

Additionally, monthly lease payments cannot be applied toward
purchase of this facility.
Additional associated costs to be considered for either unit
are:
Site preparation - grading /tree removal
Electrical service (available from City Hall sub - panel)
Telephone service (available from City Hall sub - panel)

Both units are constructed of comparable materials. Square
footage is the same; 36' x 60' (2,160 sq. ft) . The greatest
or most significant differences of the two units are the age
of the structures and availabilt.y.
The Gelco unit is approximateiy 8 years older and costs
$960.70 more than the Golden Office Trailer unit. The Gelco
unit is available for immediate occupancy where as the Golden
Office trailer unit will not be available for approximately
eight (8) weeks from date of :)rder. However, the Golden
Office trailer unit will be a new unit and the City would
receive approximately eight (8) additional years of service
over the Gelco unit based upon a 30- year /life of the unit.
In addition, the 6 to 8 week PE 11 i0d Could be used to prepare
the site.
Upon construction of the permanent addition to City Hall, the
portable /temporary unit could be relocated to a park site for
a recreation or teen center o: Fa.rks Division offices, or
some combination of uses, or tc a future public works
facility for offices.
As indicated by the City Manac-.,r at your July 27 meeting,
there was $54,000 available .n the City Hall Fund for
expansion of City Hall. Council authorized expenditure of
$1,800 from the fund for the August .lease payment of the Star
Club Building to Gelco Space lea�,,Lnc a valance of $52,200.
As the need to provide immedi<; ° e of f i ce space is urgently
needed, staff recommends:
1. Under Chapter 3.04 Purchasing of the Moorpark Municipal
Code, Article I., Generil Provisions, Subsection
3.04.120, Exceptions o Competitive Bidding
Requirements, the City Council waive the purchasing
procedures as there is need to immediately add
additional office space at t',' Hall.

2. Authorize the City Manager to obtain three bids and to
purchase a new 36' x 6C' portable office building
without restrooms.
3. Authorize the City Manager to expend additional funds
not to exceed $16,200.00 for associated costs to set up
the portable office building for such items as utility
hookups, landscaping, walks, barricades and site grading
(if needed) .
4. Appropriate $12,000 from General Fund Reserves to
supplement $52,200 in the City Hall Fund.
5. Direct staff to terminate lease extension with Gelco
Space and remove building frorr Flcry site.

Subject: PD 1060, Moorpark City Hall - Minor Modification No. 1
Background
On November 12, 1986 the Planning Commission approved Resolution 86-
117 approving Planned Development Permit 1060 allowing construction of
a 5,080 square foot City Hall building located at 799 Moorpark Avenue.
The subject site is located immediately adjacent to the existing 8,300
square foot Community Center. This Planned Development Permit also
allowed construction of a 375 square foot meeting room attached to the
Community Center. In 1990 the Seniors Citizen Center (located in the
Community Center building) was expanded by 1,316 square feet.
Discussion
The reason for Minor Modification No. 1 Is to relocate the building used
for the former Star Club program from its location at Flory School to a
site located in the landscaped area between Walnut Canyon Road and the
existing City Hall building as shown on the attached site plan. The former
Star Club building is a triple wide mobile home measuring 60 feet by 36
feet and containing 2,160 square feet All water, sewer and electrical
hookups are available to the city because the existing city lines will be
used for the connections. The total square footage of the City Hall,
Community Center, Senior Center expansion and conference room is
799 Moorpark Avenue Moorpark, (,- i4ornia 93021

15,071. The City's Zoning Code requires one parking space for every 300
square feet of floor area, which is 50.23 parking spaces. The 2,160 square
foot building requested in this permit would require 7.2 parking spaces
bringing the total number of required spaces to 58 Currently 74 parking
spaces are provided, leaving a surplus of 16 parking spaces. The twelve
marked and four unmarked parking spaces in front of the Library are on a
separate legal parcel and have no relationship to this Permit. The
California Environmental Quality Act classifies this project as a Class 11
Categorical Exemption (Construction or placement of minor structures
accessory to institutional uses, Section 15311).
The Director of Community Development has reviewed the proposed
Modification and intends to approve it Pursuant to Resolution 88 -523,
the Director has the authority to approve Minor Modifications. This matter
is being presented to the Council as a courtesy. In the event the Council
wishes to appeal the Director's decision, it may do so. Should the Council
desire to appeal, it should set a public hearing date. The next available
meeting date would be the Council's regular meeting of September 5,
1990. If the Council takes no action then the Director's decision stands.
