BACKGROUND
At the August 15, 1990 meeting of City Council, during the
discussion of the Carlsberg Specific Plan, Staff was directed to
have a financial feasibility study performed.
DISCUSSION
Staff has contacted Mr. Shant Agajanian of Agajanian and Associates
to provide the City with a feasibility study. A meeting was held
with Mr. Agajanian, Ron Tankersley, City Manager, myself, and the
Community Development Committee to discuss the scope of work. The
meeting was held August 17, 1990. Mr. Tankersley provided
financial background information to Mr. Agajanian and the
Committee, based upon the August 17th meeting a two part process
is proposed by Mr. Agajanian. First, determine the reasonableness
of the project based upon financial feasibility. Second, (at an
added cost) prepare recommendations for changes to the project
which would make the project economically feasible.
A letter was sent to Mr. Agajanian on August 27, 1990, authorizing
him to accomplish the first part of this financial anal si
