The Sheriff and District Attorney have drafted a proposal to seek
federal block grant funds to combat drug abuse in Ventura County. The
goal of Ventura County's Drug Control Strategy is a significant
reduction of drug abuse in the county. The objectives of the Strategy
are to support a Long -Range Planning Committee and institute an
Immediate Action Plan_
The Strategy calls for community -wide support for a long -range plan
that will make a concerted county education effort, relying heavily on
existing and proposed programs offered through the County
Superintendent of Schools and the County Health Care Agency's
Department of Alcohol /Drug Programs.

since they will be distributed on a per capita basis. Funding
dedicated for this purpose for the three years of the proposed grant
will be $1,500,000, $1,575,000 and $1,653,750 respectively in the
first through third years of the grant. Using the most recent
California Department of Finance county population estimate of
653,000, the per capita rate will be $2.29. Moorpark's first
distribution will be $57,021 based on a population of 24,900 Year

This Strategy recognizes the importance of local community knowledge
and experience with drug abuse. Therefore, with the approval of the
program administrator, the expenditure of these prevention and
education funds will be determined at the local level. The Sheriff or
Chief of Police will be responsible for recommending the best use of
these Strategy funds for their communities.
The grant proposal has been submitted and the County expects to learn
soon whether the proposal has been accepted for funding.
Sheriff John V. Gillespie and the District Attorney, Michael D.
Bradbury, received approval from the Board of Supervisors on July 10,
1990, to submit a federal grant request for funding to eliminate drug
use in Ventura County.
The Sheriff and District Attorney recognize that although the illegal
use of narcotics is a national issue, it is also a local problem that
demands immediate and concerted local attention. They have developed
a plan to significantly reduce the use of illegal drugs in the
community. It's focus is the criminal justice system, treatment, and
prevention through education. Any overall strategy to eliminate drug
use must involve not just the criminal justice system but also the
entire community.
The goal of Ventura County's plan is a significant reduction of drug
abuse in the county. The goal will be accomplished using a
two - pronged approach; by eliminating the demand for drugs while
dismantling the distribution system. The plan calls for
community -wide support for a long -range plan that will make a
concerted county education effort, relying heavily on existing and
proposed programs offered through the County Superintendent of Schools
and the County Health Care Agency's Department of Alcohol and Drug
Programs. Additionally, the County's immediate plan is to seek
federal funding to implement some solutions now.

Although a world -wide problem, the United States is the main target of
drug trafficking. American society has created an insatiable appetite
for cocaine and other drugs demanding more and more of these illegal
drugs.
Local police agencies are attempting to combat this major problem on a
community -by- community basis. The federal government is increasing
its involvement in the war against drugs with commitments of financial
support to state and local agencies. It has become apparent that the
recreational use of cocaine is the primary cause for the local,
national and international demand for the drug. A strategy must be
developed for local agencies to deal with this problem effectively.

Federal law enforcement efforts in Florida resulted in a shift of the
problem to southern California. Ventura County now realizes that
increased enforcement in Los Angeles has transferred a larger share of
the problem of major narcotics dealers to Ventura County. Ventura
County law enforcements' involvement in recent seizures of large
quantities of cocaine further underscores the problem.
The stereotype drug user, who must turn to property crimes or
prostitution to afford the habit is a familiar picture. But, not all
users fit this stereotype. Today, the drug user and abuser can be
anyone, anywhere. The casual user can be as dangerous as any felon.
He can become a hidden hazard behind the wheel, and a dangerous
example for his peers and children.

The Sheriff and District Attorney recognize that we are facing a very
serious problem. Unless immediate efforts are taken in Ventura
County, and appropriate resources devoted to this solution today, it
will only continue to extract an ever - growing toll on the citizens of
Ventura County. A countywide strategy must be developed to deal
effectively with the growing problem. A meaningful impact can only be
achieved by devoting substantial resources to the problem.
The Ventura County Drug Control. Strategy will include elements that
can immediately impact this drug problem. Currently, local law
enforcement is attempting to combat the drug problem and is spending
in excess of $5.8 million annually for enforcement and prevention
(refer to Attachment A). This figure must be increased as set forth
in the proposed county plan. The Strategy requires financial support
and the federal government will be asked for funds totalling $6.5
million to fund the first year of Ofe three year grant.

3. Coordinate law enforcement efforts against drug dealers and
users.
4. Ensure vertical prosecution of drug users.
5. Establish special courts for drug cases.
6. Develop temporary low cost custodial housing for sentenced
drug users.
7. Develop community work projects and mandatory drug counseling
for sentenced drug users.
8. Provide intensive supervision for first -time drug offenders
in the diversion program.
9. Provide intensive supervision for drug abusers when released
from custody.
10. Review and evaluate present state - funded diversion procedures
as they exist in Ventura County and consider recommendations
for change.

The mission of the Long -Range Planning Committee is to obtain the
community's input on how the goals that will be chosen can be
implemented into the county. This process is already underway by
means of various community forums sponsored by the Department of
Alcohol /Drug Programs. Other goals of this committee will be to
promote a more productive work force in the county.
The Sheriff and District Attorney acknowledge the exceptional efforts
of the Ventura County Health Care Agency, Ventura County
Superintendent of Schools and the many community groups in the area of
drug education, treatment and prevention. These on -going efforts will
not be displaced or duplicated. "Prevention 1990 ", an anti - substance
abuse conference planned for November, will bring together state and
local leaders in an effort to increase networking, information
sharing, and consensus building in the county's long -term campaign
against drug abuse.
A criminal justice system anti -drug advisory committee is being formed
as part of Ventura County's Drug Control Strategy. The committee will
include; The Sheriff of Ventura County, the District Attorney, all
Chiefs of Police, the Presiding Judges of the Municipal and Superior
Courts, the Public Defender, the Director of the Probation Department,
a representative from the county Department of Alcohol /Drug Services,
a representative from the county Superintendent of Schools, a member
of the Board of Supervisors and a citizen -at -large appointed on an
annual basis by the committee.
The Criminal Justice Advisory Committee will coordinate its activities
and will meet at least once a month until its strategy is in place to
meet the goals that will be established. The Advisory Committee will
continue to meet quarterly to monitor the programs developed and will:

Identify which drugs are available in the county, and which drugs
are the most prevalent.
Identify the user groups, and locations which drugs are being
used.
The criminal justice system must constantly reevaluate its role in
solving the drug problem and seek new ways to more effectively deal
with the problems illegal drug usage brings to the community.

VENTURA COUNTY DRUG CONTROL STRATEGY-IMMEDIATE ACTION PLAN
While many of the long -range solutions to the problem will take
additional time, study, and planning, there are things which can be
done immediately. The chief law enforcement officers in the county,
while supporting long -range planning efforts, will seek to immediately
implement the Ventura County Criminal Justice Drug Strategy with
federal funding to begin at once to impact the problem.
The administration of this Strategy will be the responsibility of the
chief law enforcement leaders in the county. Identified with this
responsibility are the Sheriff, District Attorney, five Chiefs of
Police, and Chief Probation Officer.
The administrators of this Strategy will be responsible for acquiring
funding, establishing objectives, coordinating an Anti -Drug Public
Information Campaign and establishing a Hot -Line.

includes providing speakers and materials.
In conjunction with the Department of Alcohol /Drug Programs, the
administrators will manage a public awareness campaign. The objective
of public awareness is to develop a heightened awareness of the local
problem to each county resident_ Each law enforcement agency will
commit to providing assistance to the schools in its jurisdiction for
the public awareness campaign.

The Program Coordinator will be responsible for the Public Awareness
and Education Program and will rely heavily on prevention efforts
undertaken by the Department of Alcohol /Drug Programs. There will be
five specific elements to the Publ:Lc Awareness Program.
1. Speakers Panel.
2. Private Business and Industry.
3. Government Offices and Military Bases.
4. Local Anti -Drug Programs.
5. Programs for the School.
The local anti -drug programs will be a public awareness campaign
utilizing existing programs for communication of the Strategy.
Neighborhood Watch Programs, service clubs and public events will be
used to get the message out to the community.
Ventura County's mandate for developing programs for the schools will
be to ensure that every child in each school will receive anti -drug
education at least once per year. Some jurisdictions are providing
drug prevention programs, while others are financially unable to do
SO. Currently there are excellent programs in many county schools.
Unfortunately, all schools throughout the county do not have the same
level of anti -drug education.
Each community in Ventura County is using local funds to fight the war
on drugs. Currently, the communities are spending over $5.8 million
annually in drug prevention and enforcement efforts (refer to
Attachments A -1, A -2). Each city or community directs its own local
effort as is needed.
This Strategy recognizes the importance of local community knowledge

Presently, the county's population is approximately 653,000. The per
capita rate for distribution of monies will be based on the most
recent published population estimates by the California Department of
Finance report E -1. As the population estimates change, so will the
per capita rate. The current per capita rate for the first funding

Ventura County law enforcement will listen to its citizens. If
citizens know someone who is dealing drugs, is using drugs, needs help
or just wants information, an immediate and appropriate response can
be obtained by calling the 24 -hour hot -line.
In addition to the administration and education costs noted earlier,

increased workload.
From a law enforcement prospective, the Ventura County Drug Control
Strategy addresses drug abuse on a wide spectrum. The commitment from
all aspects of the criminal justice system, the cooperation of our
local governments, the cooperation of private industry, businesses and
our schools can make this Strategy a model for the nation.
Ventura County has not been identified for special federal funding
from the President's National Drug Strategy. Like most other small to
medium jurisdictions in the country, Ventura County will have to
compete for federal and state funds with the large urban areas.
However, Ventura County's Drug Control Strategy addresses the main
objectives of the President's National Drug Control Strategy and seeks
federal funding to implement a three -year program.
