HIGHWAY 118 EAST WIDENING - STATUS REPORT

The City has received a CalTrans permit for construction of the Los Angeles
Avenue East Widening Project on February 28, 1990. Since the issuance of this
permit, staff has been working to complete the following:
1. Acquisition of necessary right -of -way from two property owners; and
2. obtain a soils report to determine foundation design requirements
for a retaining wall required along the south side of the roadway.
With regard to right -of -way acquisition, staff has obtained the necessary
dedications from one property owner, Conejo Ready Mix. The second property owner
(Red Iron Fabricator), has not agreed to dedicate the necessary right -of -way.
To date, staff has spoken several times with the property owner and the area of
dedication has been survey staked at his request by the City. Staff is
continuing to work with this property owner
The soils report was received July 17, 1990. Based upon existing soil
conditions, this report recommends that the retaining wall be anchored in bedrock
approximately 10 -12 feet below grade. Therefore, a cast - in- drilled -hole (CIDH)
pile foundation will be used for this wall. The wall design has begun and
completion is anticipated in about four weeks. This design will require review
by CalTrans and the issuance of a "rider' to the original permit.

During this time, staff will continue discussions with the property owner to
secure the final right -of -way acquisition for this project.
RECOMMENDED ACTION
Receive and file this report.
