This manual will cover p,..icies, procedures, forms, equipment, and duties and respons:t>ilit.ies. Please see the table of contents for exact list- �s. This handbook is for the sole purpose of recommending guidelines for the City Crossing oxuard Program. It is a guide only, and shall not be deemed to reate any mandatory duty under Government Code Section 815 t) or otherwise, nor shall any provision hereof be deemed to nenefit any specific party nor shall any special relationship arise by virtue of the implementation or non- implementat._)n Df the policies and procedures herein. 2 GENERAL CONDUCT: 1. You are an employee of the City of Moorpark. You are not a police officer and have no police authority other than that stated by law to alL citizens. 2. You are forbidden to carry firearms while on duty. 3. You will be assigned to an area and will be working under the direction of an area supervisor. He /she will give you your assignments, hours of duty and guide you in every phase of your work. Your instructions come only from this person and our office. 4. If due to illness or other emergency you are unable to 9. Actual working time will be recorded on a City time card. The card is to be signed by both the employee and the area supervisor. Failure to turn this card in on time could result in a delay of pay. Falsification of time worked on the time card will not be tolerated. 10. Do not assume an overbearing manner in your contacts with the general public or the school children,. Try to be helpful even under adverse conditions. 11. Courtesy is very important and cannot be over- emphasized. Do not at any time permit children to enter your vehicle or loiter near it, or touch a child at any time unless it directly relates to the child's immediate safety. 7. Maintain a friendly attitude toward the children but do not let your relationship hinder yoi, from carrying out the assigned duties. 8. Drinking of alcohol and /or use of drugs (or signs of impairment indicating the usF of these items) will not be tolerated. 9. Actual working time will be recorded on a City time card. Your attitude will largely determine your success in gaining the cooperation of the motoring public, school officials, & .ldren and parents. 3 GENERAL ADMINISTRATI`IE POLICIES To provide Crossing Guard staff wish a clear understanding of administrative policies. 1. Failure to report for duty can be cause for immediate dismissal. If unable to report for duty, Crossing Guards must notify the Crossing Guard Supervisor as far in advance as possible to allow f<--)r necessary scheduling of a substitute Guard. 2. Crossing Guards are required to radio the Crossing Guard Supervisor as soon as they are at their post and on duty, and again when they are ready to go off duty. 3. Any injury or accident involving a Crossing Guard while on duty must be reported by radio /telephone to Crossing Guard Supervisor as soon as practical, and the appropriate form(s) must be completed within 24 hours of the injury /accident. 4. Crossing Guards may not leave their posts while on duty without arranging for coverage of the post. Leaving a post without notifying Crossing Guard Supervisor and arranging for coverage is grounds for dismissal. 5. Loss of or damage to equipment may be deducted from a Crossing Guard's wages, if the Guard is found to have been negligent and /or willfully responsible for the damage. 6. If a Crossing Guard changes Ms /her address or telephone number, it must be reported irnmediately to the Crossing Guard Supervisor. 7. Your fundamental mission as a crossing guard is to cross elementary children safely across the street at the intersection to which you are assigned. You are to cross children in the kindergarten to 8th grade range. Any child in this grade range is to be crossed regardless of whether they go to the school you are serving. If you are not certain if the child is in the recognized grade range, cross them anyway, do not guess. 8. You are not to cross adults. However, if adults are at the intersection when you cross children, they may cross with the children. J DRESS CODE POLICY PURPOSE To establish that employees are to be attired appropriately, presentable to the public, and capable of representing the Department of Community Services and the City at all times while on duty. POLICY Crossing Guards are expected to adhere to the general guidelines established by the Citv's Administrative Policy and Procedures: A. Employees working at outside jobs shall dress in a manner appropriate to their jobs, including uniforms, if assigned, or shirts and ties if directed by the department. head. B. Exposed midriff, off - shoulder, spaghetti strap, and halter -type tops are not acceptable. C. During hours of work, employees shall be neat, clean, presentable, well-groomed and inoffensive in appearance and odor to 0—hers working nearby and to the general public who may come in contact with them. D. Hair, mustaches and beards shall be neatly trimmed, groomed and clean. E. Hairstyle and /or wigs and hairpieces shall not interfere with the normal wearing of any regulation or required headgear. F. Partisan political emblems, symbols of fraternal or service organizations, badges and /or emblems of any kind other than Department issue or military awards shall not be worn. 1. Dress codes applying specifically to Crossing Guard Staff A. Bermuda shorts (mid -thigh walking shorts) may be worn by Crossing Guards during hot weather; short shorts are not permitted.. B. For your safety and that of the children, open -toed shoes and /or thongs are not permitted. 5 TRAINING POLICY To ensure that all Crossing Guard staff have received the training necessary to the safe, efficient, and effective performance of their duties as crossing guards. POLICY 1. General training All Crossing Guards, whether assigned to a permanent post or acting as a substitute, must participate in all crossing guard training classes conducted by the Community Services Department. 2. New Hires All newly hired regular and substitute Crossing Guards must receive a minimum of four (4) hours of training including, but not limited t >: A. Policies and procedures (one (1) hour training session) B. On the job (three (3) he).irs hands -on) training to include: 1. Radio procedures 2. Safety rules for crossing children 3. Crossing children at corners with traffic lights and stop signs. 4. Crossing children at corners without traffic lights and stop signs. This on- the -job training °kill be conducted by the Crossing Guar -1 Supervisor. 0 POLICY PROHIBITING STORING /HOLDING OF CHILDREN'S EQUIPMENT PURPOSE To reduce the liability that could be incurred by the storing /holding of children's belongings /equipment. Because of the possibility of personal as well as City liability, it is the policy of the City that no Crossing Guard staff shall store, watch, or hold any items such as skateboards, bicycles, etc. for the children before, during, or after school hours. LEAVE REQUEST POLICY To identify the times that leave may be taken by the Crossing Guard staff, and to delineate the Department's policies with regard to when requests will be considered. POLICY 1. Because of the critical nature of the Crossing Guard job, and the work schedule which makes it difficult to schedule substitutes, all appointments and vacations should be scheduled during your off hours and /or school vacations. In planning vacations, Crossing Guard Staff should plan around the school schedules. 2. Before requesting time off during periods other than your regularly scheduled schc,l vacations, you must be aware of the following: A. You must submit a Leave F.equest Form to the Crossing Guard Supervisor at least three weeks in advance unless the reque t is of an emergency nature. B. Your reason for requesting additional time off should be of a critical ature. C. Based on the individual circumstances and the needs of the Crossing Guard Picgram, your request may or may not be approved by t_'e Department Head. 3. POLICY When -a Crossing Guard needs to request time off during periods other than regularly scheduled school vacations and holidays, a Leave Request Form is to be completed (only the boxes indicated) as follows: 1. POLICY The Crossing Guard: 1. Will assist the Crossing Guar Program by: A. Assisting school children, in the crossing of busy intersections by halting vehicles through the use of mechanical and hand -held signals. B. Maintaining order among children waiting to cross the street at street crossing points. C. Crossing children only wt,en it is safe to do so. D. Reporting the license number of vehicles violating traffic laws to the Cros =inq Guard Supervisor. E. Instilling an awareness in school children of the safety measures necessary for their safety when crossing streets. F. Having knowledge of bas safety principles and practices. G. Working effectively with: school children. H. Maintaining effective working relationships with other employees. I. Meeting the general public with courtesy and tact. 13 MESSAGES -- AFTER HOURS PERSONAL EMERGENCIES PURPOSE To instruct Crossing Guard staff in the correct method for leaving messages after duty hours, and establish a reporting procedure for after hours personal emergencies. PROCEDURE 1. General Personal Emergencies - In the event of an after hours emergency which will prevent you from being on duty the next day during one or all of your shifts, YOU MUST CALL THE NUMBER LISTED BELOW AND LEAVE A MESSAGE ON THE ANSWERING MACHINE. This message should include the following: A. Your name B. Your duty post /call numt,. -r C. The date D. The time E. The shift(s) you will not be able to work. F. A brief explanation of why you will not be able to report for work G. A telephone number where you may be reached 2. Emergency After Hours Phone Numbers: A. After leaving your message on the answering machine as instructed in Item #1, you must then contact the Crossing Guard Supervisor. If you are unable to reach the Crossing Guard Supervisor, contact the Director of Community Services. Employees shall conduct themselves in a professional manner at all times when uti'._izing radio equipment. 2. Employees should speak clear.y and distinctly, utilizing the attached "Ten Code" for transmitting messages. No joking or profanity should be utilized in transmitting messages. 3. All radio traffic shall be confined to the Community Center, Crossing Guard Supervi soc. 4. Do not use personal names on the air. Utilize your assigned call sign and numbeLL. If you need to contact the supervisor, do so by the supervisor's call sign. 5. Minimize all radio traffic. Keep it simple. No personal input or opinions, unless regt-.ested by your supervisor. 6. The radio is to be utilized unly in conducting appropriate Crossing Guard business and may never be utilized to conduct personal r�usiness. 7. W RADIO CHECK -IN / CHECK -OUT PROCEDURES To establish the proper procedure for checking in /checking out by radio. 1. Radios are being used for your safety as well as that of the children. When you arrive at your post your must call Community One; e.g., "Community One Guard 4, 10- 97". 2. When you complete your assignment, you must call Community One; e.g., "Community One, Guard 4, 10 -98 ". Community One will acknowledq_e your :all e.g., "Guard 4, 10-4". 3. If you do not receive a 1110 -4 ", wait one minute, check your radio to make sure it i4 turned on and set on the proper channel, and call agai:. 4. After you have repeated the message 3 times and you have not been able to receive an acknowledgement, call the Crossing Guard Supervisor Dn 'he r_ad c. 5. When checking out at the end of your shift, if you are unable to reach the Crossing Guard Supervisor on the radio, and you are able to get to a telephone, call in by telephone as soon as yoir -hift i.,i completed (529 - 5092) . 19 PROCEDURES FOR POST TIME CHANGES PURPOSE To establish the authority for approval to change coverage times at crossing guard locations POLICY If a Crossing Guard is requested by the principal to change assigned times at a corner, they should advise the principal that they are not authorized to do so. All principals have been advised that they must first contact the Unified School District by memo requesting the change(s). The School District will then request Community Services Department to make an adjustment to the schedule. All schedule changes must ba coordinated throuah this office. Any Crossing Guard arriving early or staying later than their assigned times will not be paid for the additional time irless approved by the Crossing Guard Supervisor. 20 SAFETY RULES FOR CRO`'SING CHILDREN PURPOSE To establish the procedure to be used by Crossing Guard Program staff when crossing chi:!dr—i. PROCEDURE 1. Check the location of traffic before you step off your corner. 2. Hold your STOP SIGN UE HIGH so that drivers down the street can see it and start sowing down. 3. Give vehicle drivers plenty ct notice that you want them to stop. 4. Use your hands to signal vehileE to stop or go. 5. Walk to the center of the strtret, with your STOP SIGN HELD HIGH. 6. Q NOT begin crossing the children until you have reached the center of the st r4,et . 7. After you have reached the center of the street and have stopped traffic, wave the chi'dren across. 8. Children should be instructed NOT to ride their bicycles, skateboards, etc. across trLe street - all bikes should be walked across -he street and skateboards should be carried. 9. Instruct the children to walk, NOT tc run across the street. 10. After the last child has crossed and is on the sidewalk, you may then return to your c^7rner, STILL HOLDING YOUR SIGN IM HIGH. 11. If you are going to the same corner as the children you have just crossed, make sure that the last child is at least 3 to 4 feet in front of you BEFORE you start walking in the same direction (STILL HOLDING YOUR SIGN UP HIGH) . 21 CROSSING GUARD INCIDETI' REPORT POLICY PURPOSE To establish the circumstances undE -r which Incident Reports must be completed. POLICY An Incident Report is to be completed by any Crossing Guard involved in any type of incident that is of a nature that should be reported. This report should include, but is not limited to, the following: bike accidents; car accidents; fights; exhibitionists; irate parents; and other incidents which are not of the ordinary or which pose liability to the City. Incident Reports MUST be completed and turned into the Crossing Guard Supervisor within twenty -four (24) hours of the occurrence. 22 CROSSING GUARD INCIDENT' REPORT PROCEDURE PURPOSE To establish the correct procedure to be used by Crossing Guard staff when completing the Crossing Guard Incident Report form. PROCEDURE Incident reports must be filled otyr on the attached form, and should contain the following information: 1. Date (report is filled out:) 2. Name (person filing repor,:) 3. POLICY All Crossing Guards will be issuecx equipment as indicated on the Acknowledgement of Receipt of Crossing Guard Equipment Form. Equipment will be issued pr=ior �o the school year at which time each Crossing Guard will acknowledge receipt of and responsibility for said equipment by signing this same form. Each Crossing Guard will receive a copy of the signed form at this time. Upon completion of the ;school year all equipment will be turned into the Guard Supervisor who will sign -off the same form all equipment was returned and in good condition.
