HARE City Treasurer TO: The Honorable City Council FROM: Patrick Richards, Director of Community Development DATE: August 27, 1990 (CC meeting of September 6, 1990) SUBJECT: AMENDMENT TO SCOPE OF WORK AND CONTRACT BETWEEN THE CITY OF MOORPARK AND PBR FOR THE CARLSBERG SPECIFIC PLAN AND SPECIFIC PLAN EIR Background On August 15, 1990, the City Council made revisions to the Carlsberg Specific Plan. These revisions will require substantial additional work on the part of the consultant (PBR) to make the appropriate revisions to both the Specific Plan Text as well as the accompanying Environmental Impact Report. Discussion On August 27, 1990, the Community Development Department received a letter from PBR indicating the revisions necessary in order to accommodate the changes to the Plan made by the Council. Attached as Exhibits A and B are annotated tables of contents and lists of Exhibits. Those items that have been marked with an asterisk will need revisions. In addition those items that are marked, the consultant will need additional information from both the traffic and biological consultants. The cost of these revisions is estimated to be between $44,000 and $44,500. In addition, the consultant will provide preliminary staff reports and attend a maximum of two public hearings for an estimated cost of $8,500. Document printing and materials will be billed on a time and materials basis and will be in addition to the above stated cost estimates. 799 Moorpark Avenue Moorpark, California 93021 (805) 529 -6864 The aforementioned additional costs are broken down as follows: Organization Tasks Amount PBR Environmental Impact Report Revisions $17,000 PBR Specific Plan Revisions $21,500 Austin -Foust Assoc. Traffic Revisions $ 5,000 Richard Burgess Biology Revisions $ 500 - $1,000 Public Hearings and Preliminary Staff Reports (2 each maximum) $ 8,520 Document printing and materials wi:11 be an additional expense and will be billed on a time and materials basis. These costs are estimated as follows: Specific Plan (40 copies) $1,400 EIR Addendum (25 copies) S 625 Sub Total $2,025 Total $54,545 - $55,045 Recommendation Authorize modification of the existing contracts with the City, PBR and the applicant. (AFA) is pleased to propose a scope of services to prepare a re ' ed traffic study in support of the overall EIR revision being prepared for the Carlsberg Spe fie Plan proposed development in the City of Moorpark. The primary objective of the pro sed traffic study revision is to analyze the traffic impacts associated with the latest Carlsberg land se and circulation plan. The individual tasks comprising our suggested scope of services shall incl e: 1. Conduct a trip generation, distribution, and intersection impact analysis associated with the recently revised Carlsberg land use and circulation plan. 2. Identify and evaluate suitable mitigation for any project traffic impact greater than one percent of the intersection capacity utilization (ICED value at any intersection where the city's standard level of service is not provided and/or maintained. 3. Prepare a revised traffic study report in a format suitable for incorporation into the EIR with findings and recommendations for traffic improvements required to fully mitigate the project's traffic impacts.
